Town Board Monthly meeting @ 7:30 pm
PRESENT: Chairperson-Carl Mundth, Supervisor I-Ervin Borleske, Supervisor II-Paul Grosskrueger, Clerk-Rebecca Meyer, Treasurer-Linda Borleske,
ALSO, PRESENT: Clark Thompson, Rebecca Klitzke, Chad Allen, Terri Connors, Dennis Connors, John Maas (JMM Consulting), Hank Wieland (Lakeside International), Tim Becker (City of Reedsburg), Wade Neville (Monroe Truck Equipment), Albie Fuhrman, Kurt Schadelwalt (Madison Truck Equipment).
- Town Board Monthly Meeting Called to order at 7:30 pm with the Pledge of Allegiance
- Clerk Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
- Agenda was reviewed. Motion made by Supervisor Borleske, seconded by Supervisor Grosskrueger to adopt agenda. Motion carried.
- The Minutes were read from the January meeting. Motion by Supervisor Grosskrueger, seconded by Supervisor Borleske to approve minutes with minor changes. Motion carried.
- Anyone wishing to speak about a topic that is not on the agenda. No one spoke at this time
- Plan Commission Chairperson Linda Borleske gave an update on Plan Commission meeting. There was a Plan Commission meeting in January for a CSM for Albert Fuhrman for 13.519 acres. The next meeting would be February 22nd if needed. Grede water testing results have been received for the nine wells.
- John Maas presented a CSM for Albert Fuhrman on County Road K regarding 13.519 acres. A couple concerns were addressed about the entrance and exit for the parcel onto CTH K. The CSM is to create a separate parcel. This has been recommended for approval from the Plan Commission meeting. Motion by Supervisor Grosskrueger, seconded by Chairperson Mundth to approve the CSM to create a separate13.519 acre parcel. Motion carried.
- Open sealed bids for shop lights. We have received 3 sealed bids for 16 LED fixtures to replace existing shop lights. Service Electric (disposal included) - $1,973, Focus on Energy incentive is a deduction of $240 for a total of $1,733. Carr Valley Electric (disposal included) – $1,945.74, Focus on Energy incentive is a deduction of $240 for a total of $1,705.74. JW Electric (No disposal) - $1,876.60, Focus on Energy incentive is a deduction of $240 for a total of $1,636.60. Motion by Supervisor Grosskrueger, seconded by Supervisor Borleske, to accept the quote for Service Electric to replace existing 16 shop lights with LED fixtures. Chairperson Mundth opposed, would like to accept lowest bid. Motion Carried 2 yay,1nay.
- Open sealed bids for snow plow trucks & Equipment.

i) Lakeside International (Madison) – Stock unit 2021 model =$87,568, Order out 2022 model = $82,135.88.
ii) DeBauche Truck n Diesel (LaCrosse) – Order out 2022 model - $83,900.
v EQUIPMENT:50” snow plow, Wing, V-Box spreader
i) Madison Truck Equipment (Universal) – $51,686, Additions - Stainless steel -$1,280, Force America Pump - $504 for a total of $53,470.
ii) Monroe Equipment - $55,660, Additions – Stainless steel - $3,055, lower sides deduct $492 for a total of $58,223.
(1) Motion by Chairperson Mundth, seconded by Supervisor Grosskrueger, to accept the bid from Lakeside International for $87,568 for the 2021 Stock unit Truck Chassis. Roll Call Vote; Supervisor Grosskrueger-yay, Supervisor Borleske-yay, Chairperson Mundth-yay. Motion Carried.
(2) Motion by Chairperson Mundth, seconded by Supervisor Grosskrueger, to accept the bid from Madison Truck Equipment for $53,470 for the above listed equipment. Roll Call Vote; Supervisor Grosskrueger – yay, Supervisor Borleske – yay, Chairperson Mundth – yay. Motion Carried.

i) Speed limit request from City to reduce speed on South Golf Course Rd from 35 MPH to 25 MPH from Eagle Ridge to North Reedsburg Road.
ii) New Comprehensive plan for the City of Reedsburg
iii) Sent an email regarding LRIP instructional video to watch.
iv) Received print out for a Highway Safety improvement plan.
- Clerk Meyer presented Monthly Bills to be paid. Motion made by Supervisor Borleske, seconded by Supervisor Grosskrueger to pay the bills as presented. Motion carried
v Board Commissioners of Public Lands loan paperwork. Motion by Chairperson Mundth, seconded by Supervisor Grosskrueger, to pay $35,038 from the Equipment savings account towards the total of $141,038 amount for new Truck Chassis and snow plow equipment and borrow the remaining $106,000 from Board of Commissioners of Public Lands at a 4 year loan. Roll Call Vote; Supervisor Grosskrueger – YAY, Supervisor Borleske – YAY, Chairperson Mundth – YAY. Motion Carried.

- Motion by Supervisor Grosskrueger, second by Supervisor Borleske to adjourn the monthly Town Board Meeting at 10:12 pm. Motion carried.

Reedsburg Area Ambulance Service Commission Meeting, January 12, 2021
The meeting began with a call to order. The agenda, minutes from the November meeting, and the financial statements from November and December were approved.
Director Kowalke presented three Save Awards.
Director Kowalke presented his monthly report which included several COVID Response Reimbursements (including a grant as well as both state and city funding). The DNR Board approved the sale of the land on the west end of the ambulance building at their December meeting and was sent to the Governor and has since been approved. Ambulance 513 has been ordered but there is no date yet, the company is waiting on the chassis; the box is prepped and ready to install when the chassis arrives. It should be done in a few months.
There have been four resignations and five new hires to the Ambulance Service; four of the new hires are EMTs and one is a CCP (Critical Care Paramedic).
There will be no annual bowling tournament this year due to COVID, which would have been the 40th year of the event. Instead, over 11,000 letters will be mailed out to request donations and explain the circumstances. The goal is to raise enough funds to purchase another Powerload for one of the 911 ambulances.
Ambulance Service staff who wanted the COVID vaccine have received it and the Service has been registered as a vaccination site and approved. The administration of the vaccine and the role the Service will play is still being determined.
Sunday the 10th of January was the 10-year anniversary of the Reedsburg Area Ambulance Service as a Paramedic Service.
