Town Board Monthly meeting @ 7:00 pm

 

            PRESENT:  Chairperson-Carl Mundth, Supervisor I-Rebecca Klitzke, Supervisor II-Chad Allen, Clerk-Rebecca Meyer, Treasurer-Kathy Schwartz

            ALSO, PRESENT:  

  1. Town Board Monthly Meeting Called to order at 7:00 pm with the Pledge of Allegiance
  2. Clerk R. Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
  3. Agenda was reviewed. Motion by Klitzke / Allen to adopt agenda. Motion carried.
  4. The minutes were reviewed from the July meeting. Motion by Allen / Klitzke to approve minutes with minor changes. Motion carried.
  5. Anyone wishing to speak about a topic that is not on the agenda.  No one spoke.
  6. R. Meyer gave an update on the Plan Commission.  There was not a Plan Commission meeting in July and there is a land division scheduled for the August meeting.
  7. R. Klitzke read the Ambulance minutes that are posted at the bottom of these minutes.
  8. Assessor report by Clerk R. Meyer.  Nothing at this time.  
  9. K. Schwartz presented a revamped Town Hall rental agreement with an Assumption of Risk by Customer clause.  Motion by Allen / Klitzke to approve the redrafted Hall Rental Agreement and Assumption of Risk by Customer Clause.  Motion carried.
  10. Update on the Labansky Rd. proposed annexation into the city. Discussion on highlights of the City meeting on August 5th.  Discussion regarding the Intermunicipal Cooperation Agreement between the City of Reedsburg and the Town of Reedsburg drafted December 13, 2007.
  11. Update on Potential changes to the Reedsburg Area Ambulance Commission.  There was a meeting on July 1st with the 17 stakeholders of the surrounding municipalities in attendance.  There was basic information of the City absorbing the Ambulance Commission and all assets.  Discussion on the increases that were proposed.  The bi-monthly meeting on July 13th had many stakeholders in attendance.  It was suggested that the surrounding municipalities decide if they are in favor or against the proposal.  Motion by Mundth / Klitzke the Town of Reedsburg does not support the City’s proposal to disband / dissolve the current Ambulance Commission and allow it to become a department of the City.  Motion carried.
  12. Change in Town Board dates for September and October.  The September meeting has been changed to September 20th @ 7pm and October 18th @ 7pm with the preliminary budget hearing.
  13. Discussion on the Highway Safety Improvement Program (HSIP) Assistance.  Deadline is August 15, 2021.  Town of Reedsburg currently doesn’t have anything to apply for.
  14. Building Inspector Report: Building permits issued by GEC – report given by Clerk Meyer

v No Permits were issued in July

v There is a house on STH 23 / 33 that has new roof and other demo work being done that has not gotten a building permit.  Pete Giese has been contacted and a red tag was issued on Friday August 6, 2021.

  1. Highway report written by Clark Thompson given by Carl Mundth.

v Discussion on how to handle a tree that goes down in the middle of the night when Clark is not available.  Motion by Allen / Klitzke to pay per diem of $40 for emergency services.

  1. Supervisors and Chairperson Reports:

v C. Allen - Supervisor II – Sauk County Unit Meeting is Thursday, August 19 @ 7pm.

v R. Klitzke – Supervisor I – Nothing at this time

v C. Mundth – Chairperson – Nothing new at this time

  1. Clerk R. Meyer presented Monthly Bills to be paid. Motion by Allen / Klitzke to pay the bills as presented. Motion carried.

v Received a phone call regarding the perpetual care done at Cole Cemetery.  This individual said that between the headstones have an overgrowth of grass / weeds and the when the grass is mowed it is blown all over the marker stones.  Her and her husband have several family members in the cemetery and they have taken their personal weed eater out there to go around their families’ stones.  She is wondering if anything can be done about the frequency of the mowing as well because it has become a mosquito haven.

v Received 2 phone calls regarding other cemetery plots and headstone placements

v Received a phone call regarding garbage pickup and the requirements

  1. Treasurer Report: Given by Treasurer K. Schwartz

v Deposit - $4700.85 for 2% Fire Dues

v Deposit- $7,772.74 for July Shared Revenues

v Deposit - $6.24 for Computer Aid

v Deposit - $128.00 ($108 - Building Permits - $20 – Dog Tags)

v Received a letter that before tax season the stamp prices will increase .04 cents. 

v Would like to have the tax company send out tax bills.

v DOT will probably not be back this year

v Has received a few phone calls for hall rentals along with the 4H club.

v  Kathy Schwartz is checking into a new computer because the current computer took over 15 minutes just to get logged in.

  1. Motion by Klitzke / Allen to adjourn the monthly Town Board Meeting at 9:08 pm.  Motion carried.

Reedsburg Area Ambulance Service Commission Meeting, July 13, 2021

The meeting began with call to order, approval of the minutes from the May meeting, and approval of the financial statements from May and June.

One person from the service area participated in Public Comment.

The city proposal was discussed regarding the future of the Ambulance Commission.  Members of the Commission brought forth the negative impacts of acquisition by the city and how the municipalities would be affected by the proposed change.  The consensus of the group was that no one was in favor of the city’s proposal at this time and without more information on the details of the change could not support the arrangement.

The meeting time of the bimonthly Ambulance Commission meetings was discussed.  A motion was made and seconded and passed unanimously to keep the dates and months that are currently scheduled for meetings and change the meeting time from 7:30pm to 7:00pm, effective immediately. 

The proposed 2021-2022 budget was reviewed and approved unanimously which included at $2.00 increase for the budget in assessments.  This would impact the municipalities by charging $14.00 per capita versus the 2021 per capita of $12.00.

Director Kowalke gave his monthly report and stated that call volume is up and the Ambulance Service is above last year’s numbers.  The Service will continue COVID testing through August 31st; there were three people that showed up for the test on Tuesday, July 13th.  Vaccinations at the Service ended in mid-June but they continue to assist with pop-up clinics as needed.  There were a total of 1802 vaccination doses administered by the service.
