Monday, September 20, 2021

Town Board Monthly meeting @ 7:00 pm

 

            PRESENT:  Chairperson-Carl Mundth, Supervisor I-Rebecca Klitzke, Supervisor II-Chad Allen, Clerk-Rebecca Meyer, Treasurer-Kathy Schwartz

            ALSO, PRESENT:  Clark Thompson, Terri Connors, Evan Steinhorst, Barb Steinhorst, Richard Blakeslee, Carter Allen, Marcano Moya

  1. Town Board Monthly Meeting Called to order at 7:00 pm with the Pledge of Allegiance
  2. Clerk R. Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
  3. Agenda was reviewed. Motion by Klitzke / Allen to adopt agenda with a few changes to the order of the agenda. Motion carried.
  4. The minutes were reviewed from the August meeting. Motion by Allen / Klitzke to approve minutes with minor changes. Motion carried.
  5. Anyone wishing to speak about a topic that is not on the agenda.  Marcano Moya came into talk about some issues with their neighbor on LaValle Street. 
  6. T. Connors gave an update on the Plan Commission.  There was a Plan Commission meeting in August and there is a CSM for land division on Junction Road. Nothing planned so far for a meeting in September
  7. Richard Blakeslee, Blakeslee Land Surveying, for a CSM located in the SE ¼ - NE ¼, Section 13, T12N, R4E, Town of Reedsburg at E7264 Junction Rd.  It is currently approximately a 7-acre lot to be divided into a 2.62 acre and a 4.32 acre lots.  The 2.62-acre lot will be gifted. Owner of said land is Sandra Phillips.  Motion by Allen / Klitzke to recommend approval of the CSM to the ET Committee.  Motion Carried.
  8. There has been a reoccurring problem with cattle at large on Hackbarth Rd.  There have been several complaints issued with Sauk County Sheriff Department.  Evan Steinhorst has fixed the fence of the neighboring cattle pasture several times.  The Town lawyer has been contacted. 
  9.  The Country Club had 5.07 acres Annexed into the City. The Town of Reedsburg was given one day notice that this was taking place.
  10. The Current Boundary agreement that the Town of Reedsburg has with the City of Reedsburg has no enforcement for breaking the agreement. The Labansky Subdivision has been an example of this agreement being breached. 
  11. Redistricting Resolution 01-2021 has been presented and signed for the new Wards and Supervisory Districts. Clerk R. Meyer will get this sent to the County Clerk’s office ASAP.
  12. Assessor report – Nothing to report at this time.
  13. Building Inspector Report: Building permits issued by GEC – report given by Clerk Meyer

v No Permits were issued in August

  1. Highway report by Clark Thompson.

v Painted a stripe of trim on the outside gable and the outside door.

v Order 400 yards of Sand and extra Salt

v Blakeslee had a temporary driveway put in so he could get Zobel’s in there to do some work.  This was done without notifying Clark for a driveway permit.

v The Ram on the Big Truck wasn’t working properly.  Took it to Madison Truck Center to get it fixed. 

v Clark’s phone isn’t working properly.  A lot of times he isn’t getting phone calls at home.  Consensus for Clark to get a new phone.

  1. Supervisors and Chairperson Reports:

v C. Allen - Supervisor II – There are a lot of weeds that are growing up in the area that the City has bought from Albie Fuhrman.

v R. Klitzke – Supervisor I – Received a phone call about a huge bump between Ski Hill and the Rail Road tracks on Golf Course Rd.

v C. Mundth – Chairperson – Recyclables were not being picked up at a residence on Old LaValle Rd for quite a while.  This has been resolved.  Received an email about a recliner chair being dumped off on Ski Hill Rd. 

  1. Clerk R. Meyer presented Monthly Bills to be paid. Motion by Allen / Klitzke to pay the bills as presented. Motion carried.
  2. Treasurer Report: Given by Treasurer K. Schwartz

v Deposit - $68,104.55 for August Settlement

v Deposit - $380 ($290 – Hall Rentals - $90 – Special Assessment Letters)

v DOT has been using the building twice a month beginning in September.  An invoice will be sent at the end of the year for 2021 rentals.

v Would like to have the tax company send out tax bills.  Did an analysis of costs and it isn’t much more expensive.

v Revamped the Tax Notice

v Plan Commission – Sept. 27 & Oct 25, Nov 22, Dec 27, Jan 24 @ 7:00 pm

v Town Board meetings: Nov. 8, Dec 13, Jan 10 @ 7:00 pm

v Clean Sweep is Sept. 25.

v The second Tuesday of every month the Endeavor 4-H Club is using the hall. 

  1. Reasonably related to agenda.
  2. Motion by Klitzke / Allen to adjourn the monthly Town Board Meeting at 8:57 pm.  Motion carried.
