Monday, October 18, 2021

Town Board Monthly meeting @ 7:00 pm

 

            PRESENT:  Chairperson-Carl Mundth, Supervisor I-Rebecca Klitzke, Supervisor II-Chad Allen, Clerk-Rebecca Meyer, Treasurer-Kathy Schwartz

            ALSO, PRESENT:  Clark Thompson,

  1. Town Board Monthly Meeting Called to order at 7:00 pm with the Pledge of Allegiance
  2. Clerk R. Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
  3. Agenda was reviewed. Motion by Klitzke / Allen to adopt the agenda. Motion carried.
  4. The minutes were reviewed from the August meeting. Motion by Allen / Klitzke to approve minutes with minor changes. Motion carried.
  5. Anyone wishing to speak about a topic that is not on the agenda.  
  6. Motion by Klitzke / Allen to recess Regular Town Board and Call the preliminary budget to order @ 7:37pm
  7. Presentation of the proposed 2022 budget
  8. Preliminary 2022 Budget Hearing adjourned and Regular Town Board meeting reconvened @ 8:12 pm. Motion by Allen / Klitzke to adjourn 2022 preliminary 2022 budget hearing and reconvene monthly Town Board meeting. Motion carried
  9. C. Mundth gave an update on the Plan Commission.  There was not a Plan Commission meeting in September.  HWY V property owner at the bed & breakfast to put up a garage on an empty lot, this would need a variance. Also, needs Conditional Use Permit.  Possible meeting on October 25th.
  10. ARPA money should be able to be used for loss of Revenue.  We have loss Revenue for 2020 in hall rental and 2021 hall rental.  Revenue loss calculator available.  In 2019 there was $7,135 in Hall rental, 2020 there was $2,550 in hall rental and 2021 through Oct there was $750 in hall rental. Clerk Meyer will contact WTA and find out if this would qualify. 
  11. Elected vs. Appointed positions specifically for our Town Treasurer.  Next year before August we would have to adopt an ordinance to switch to an appointed Treasurer if Kathy Schwartz is interested in the position.
  12. Ambulance report by R. Klitzke.  See report attached below.
  13. Assessor report – Nothing to report at this time.
  14. Highway report by Clark Thompson.

v There’s a spot on Golf Course Road that was cut off and filled and Pat Anderson said they will try to get it paved yet this year

v The Culvert on Old LaValle Road has been fixed

v  The truck hoist has been fixed

v The tractor strobes weren’t working.  St. Joseph’s came and fixed the strobe lights.

v There was a broken table so it went in the dumpster.

v Sand will be here in November from the County

  1. Supervisors and Chairperson Reports:

v C. Allen - Supervisor II – Nothing at this time

v R. Klitzke – Supervisor I – Attended the WTA Convention at the Kalahari

v C. Mundth – Chairperson – Talked to John Orton about the Boundary Agreement.  A boundary agreement is needed to have the ET area.  GTA aids have been forwarded to all members. Received a letter from Jewell Engineers out of Spring Green regarding LRIP / TRIP / TRID / MSID projects.  Contacted Jewell Engineers about the bridge on Prairie View Rd. Tax bills for the Labansky Rd will be coming from the Town of Reedsburg this year.  There will be a meeting on Thursday morning @10 am at the Sauk County Highway Dept regarding 2022 & 2023 TRIP project eligibility.  Briefly talked about possibility of Plan Commission meeting for property on CTH Rd V.  John Orton has been contacted along with Corp Counsel regarding the fencing issue on Hackbarth Rd.  Howard Marklien, Tony Kurtz and Joe Ruth, legal counsel from WTA, have also been contacted.  Received an email about issues about Garbage pickup. 

  1. Clerk R. Meyer presented Monthly Bills to be paid. Motion by Allen / Klitzke to pay the bills as presented. Motion carried.
  2. Discussion regarding the .GOV email IP address.  The Town is not interested at this time
  3. Treasurer Report: Given by Treasurer K. Schwartz

v Deposit - $168.35($27.50 – table & chair rental, $20 – Special Assessment letters, $120.85 – private sales)

  1. Requesting ABT send out tax bills.  The cost analysis is very comparable to have ABT send out the tax bills vs. sending them out through the Town.  Motion by Allen / Klitzke to approve a change having ABT send out tax bills.  Motion carried.
  2. Calendar Dates

  2. Motion by Allen / Klitzke to adjourn the monthly Town Board Meeting at 9:33 pm.  Motion carried.

Reedsburg Area Ambulance Service Commission Meeting, September, 2021

The meeting began with call to order, approval of the minutes from the July meeting, and approval of the financial statements from July and August.

There was discussion about changes to the Inter-Municipal Ambulance Agreement that had been made by an attorney in Mauston.  Quorum was analyzed and would be constituted of five member/municipalities present with the City of Reedsburg representative or nine member/municipalities without the City representative present.  The number of votes that the City representative would get was discussed.  The Town of Freedom and the Village of Freedom were added as voting members of the commission in the proposed document for a total of sixteen (16) voting members.  Each member of the Commission will have the right to one (1) vote, except that the City shall be entitled to one proxy that is equal to eight (8) votes.

Discussion followed on updates to the Employee Handbook and the motion to approve the changes passed unanimously.

Director Kowalke gave his monthly report and noted that there were 233 calls in August and it was the busiest month ever that the ambulance service has ever had; however, there were not quite as many transfers for the service.

The Ambulance Service will continue Covid testing and is funded through December 31st; during the one-hour testing today there were over 60 people tested.  Testing occurs each Tuesday morning between 9 and 10am.

The meeting closed with adjournment.
