Town Board Monthly meeting @ 7:00 pm
PRESENT: Chairperson-Carl Mundth, Supervisor I-Rebecca Klitzke, Supervisor II-Chad Allen, Clerk-Rebecca Meyer, Treasurer-Kathy Schwartz
ALSO, PRESENT: Clark Thompson, John Dietz, Gatlin Fenwick
- Town Board Monthly Meeting Called to order at 7:00 pm with the Pledge of Allegiance
- Clerk R. Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
- Agenda was reviewed. Motion by Klitzke / Mundth to adopt the agenda. Motion carried.
- The minutes were reviewed from the October meeting. Motion by Allen / Klitzke to approve minutes with minor changes. Motion carried.
- Anyone wishing to speak about a topic that is not on the agenda.
- T. Connors gave an update on the Plan Commission. There was a Plan Commission meeting prior to the November Town Board Meeting. Gatlin Fenwick of S2720 HWY V property owner of the bed & breakfast to build 4 more cabin units and to put up a garage on an empty lot, this would need a variance and approval from the Zoning Board of Adjustments. Also, needs Conditional Use Permit.
- Gatlin Fenwick @ S2720 County Rd V for a Condition Use Permit for his existing 4 cabins and to build 4 more cabins. Motion by Klitzke / Allen to recommend approval to the ET for the Conditional Use Permit.
- Gatlin Fenwick @ S2730 County Rd V for a Zoning Variance to build a garage on a separate parcel that is on the corner of County Rd V and Barbara Ann Drive. This is for information only purposes.
- Motion by Klitzke / Allen to recess Regular Town Board and Call the budget to order @ 7:12pm
- Budget hearing Presentation of the proposed 2022 budget
- 2022 Budget Hearing adjourned and Regular Town Board meeting reconvened @ 7:20 pm. Motion by Allen / Klitzke to adjourn 2022 preliminary 2022 budget hearing and reconvene monthly Town Board meeting. Motion carried
- Motion by Allen / Klitzke to adopt the 2022 budget as presented. Motion carried.
- ARPA Funds loss of revenue can be claimed in 2024 for loss revenue since 2016.
- Presentation from Scott Whitsett with Jewell Associates Engineers, Inc from Spring Green, WI regarding additional funding for towns through the TRIP, TRIP-D and TRIP-S Program. The TRIP-D Program is 50/50 grant. The TRIP-S Program is a 90/10 grant. Both of these are reimbursement programs. The Town becomes liable for any funds over quoted project. Scott’s recommendation is to submit the Prairie View Bridge as a TRIP-S and submit Herritz Rd as a regular TRIP and TRIP-D. Scott Whitsett will fill out the applications for the TRIP and TRIP-D projects for $500. Motion by Allen / Klitzke to hire Scott Whitsett with Jewell Associates Engineers to write the TRIP-S Grant for Prairie View Bridge and a Regular TRIP and TRIP D grants for Herritz Rd. for $500 each project with the engineering of these projects quoted by Jewell Engineering. Motion carried.
- Alan Foege needed his Eagle Scouts community service project signed off on the signage for the bird sanctuary. Clerk Meyer met with him on Saturday and signed off on his project.
- 2022 – 2023 Election Inspectors have been appointed as Barb Klang, Bill Klang, Neil Steiner, The Anderson couple and Terri Connors.
- There is not an ambulance report for this meeting. David Allen will be attending the ambulance meeting tomorrow night.
- Assessor report – Nothing to report at this time.
- Highway report by Clark Thompson.
v The Tractor had loose wheel weights and some bolts broke. St. Joe’s Equipment came and got it and fixed it.
v Sold some scrap iron
v Sold a driveway permit.
v Patched the soft spot on Golf Course Rd.
v There’s scrap iron / fencing and a microwave that is in the ditch by Walter Klitzke’s. It’s been there for a long time.

- Supervisors and Chairperson Reports:
v C. Allen - Supervisor II – Nothing at this time
v R. Klitzke – Supervisor I – Report on Golf Course Rd scrap iron / fencing.
v C. Mundth – Chairperson – Received a call on Saturday about the bee keeper on the corner of Old Loganville. The bees are bothering residents on K Street. Ordinance vs. referendum June & July to change from elected to appointed Treasurer. August is the cut off for the ordinance.
- Clerk R. Meyer presented Monthly Bills to be paid. Motion by Allen / Klitzke to pay the bills as presented. Motion carried.
- Treasurer Report: Given by Treasurer K. Schwartz
v Deposit - $1,285.99 ($260 – hall rental, $50 – Special Assessment letters, $50 – Driveway Permit, $188 – Building Permit, $100.85 - Recycle sales, $213 – Insurance reimbursement, $424.14 - dividens)
- Treasurer will need to get Bonded

- Motion by Kltzke / Allen to adjourn the monthly Town Board Meeting at 8:47 pm. Motion carried.
