Town Board Monthly meeting @ 7:30 pm
PRESENT: Chairperson-Carl Mundth, Supervisor I-Rebecca Klitzke, Supervisor II-Chad Allen, Clerk-Rebecca Meyer, Treasurer-Kathy Schwartz
ALSO, PRESENT: Clark Thompson, Terri Connors
- Town Board Monthly Meeting Called to order at 7:30 pm with the Pledge of Allegiance
- Clerk R. Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
- Agenda was reviewed. Motion by Klitzke / Allen to adopt agenda. Motion carried.
- The minutes were reviewed from the May meeting. Motion by Allen / Klitzke to approve minutes with minor changes. Motion carried.
- Town Board Recessed @ 7:34 pm. Klitzke / Allen. Motion carried.
- Motion by Allen / Klitzke to call the Board of Review to order for the purpose of setting a future date of June 24. Motion carried.
- Board of Review was adjourned to a future date of June 24. Klitzke / Allen. Motion carried.
- Town Board reconvened @ 7:36 pm
- Anyone wishing to speak about a topic that is not on the agenda. Nothing at this time.
- Plan Commission Chairperson, T. Connors, gave an update on the Plan Commission. There was not a Plan Commission meeting in May. There may be a meeting on June 28th @ 7pm.
- Bridge inspection update on Prairie View Drive. Carl contacted Highway Commissioner, Pat Gavinski, and got an estimate of $500 - $1,000 because it is out of season. If we wait until Fall which is more in season estimates are $300 - $500. Pat Gavinski will come out and take a look at the bridge when he is in the area. He recommends to replace it with a large culvert. Consensus to wait until fall and see what Pat says.
- Ambulance report by Supervisor Klitzke. See below.
- Assessor report by Clerk R. Meyer. Nothing at this time.
- Chad Allen has been appointed a Noxious Weed Commissioner for a 1-year term.
- Discussion regarding speed limit reduction on N. Golf Course Road from 45 to 35 MPH from N Reedsburg Rd to CTH H. This has become a short cut for the new school. According to the DOT the town cannot reduce the speed limit below 45 MPH without a speed study.
- Building Inspector Report: Building permits issued by GEC – report given by Clerk Meyer
v Dustin Gasser @ 2693 Golf Course Road for a shed
- Highway report given by Clark Thompson.
v The white truck exhaust is starting to fail, it’s getting loud. Approval to get it fixed.
v The manure pumpers from Lakeside Foods damaged one of our culverts on Twin Pine Road south of Koenecke Equipment and the ditch pretty bad. Lakeside will pay for the repairs.
v Conservation practices that farmers need to stand by. The Koenecke farm on Twin Pine Road, doesn’t have any waterways in his fields so he used concrete blocks to slow the water down. These concrete blocks are in the road right away which is a hazard to by passing vehicles.
v New truck update: It’s almost finished. It’s in the paint shop now to fix the area where the dump box fit over the blow horns.
v On vacation from July 10th – July 17th.
- Supervisors and Chairperson Reports:
v C. Allen - Supervisor II – Nothing at this time
v R. Klitzke – Supervisor I – Friske Drive Road sign has an extra “i” on it.
v C. Mundth – Chairperson – Neighbors on LaValle Street are arguing. They have been directed to try to resolve it or the County Sheriff will be called as it is not a Town matter.
- Clerk R. Meyer presented Monthly Bills to be paid. Motion by Allen / Klitzke to pay the bills as presented. Motion carried.
v Clerk Meyer explained an error with the Connors property on Old Loganville Rd being charged for garbage pickup after a razed permit was issued. This should be refunded. Motion Mundth / Klitzke to refund the $126. Motion Carried.
v Clerk Meyer expressed an interest in becoming a certified clerk. This would entail a three year training process and then a yearly recert course. Would like to begin in 2022.
- Treasurer Report: Given by Treasurer K. Schwartz
v Deposit - $10,000 from Gary Schyvinck for remainder of invoice for 2007 dump truck.
v Deposit - $2,801.95 (Rentals - $35, $1,839.41 – Recycling Grant, $1,840.54 – Private Sales, $87 – Building Permits)
v Town Board meetings: July 12, August 9 & Sept. 13
v Open Book – June 17 from 5pm – 7pm, Board of Review – June 24 from 6pm – 8pm
v Plan Commission – June 28, July 26, August 23, & Sept. 27 @ 7:00 pm
v Treasurer K. Schwartz would like to revamp the rental agreement for tables & chairs and hall rentals to be presented next month.
v Special assessment re quests letters should be a charged service from the Town. The Title company charged $25 for these requests and the Town treasurer does this paperwork at no cost currently. Motion by Klitzke / Allen to charge the Title Company $10 for this service. Motion carried.
v Labanski subdivision have received letters from the city about using septic and water from the city as they are installing services through that area. Fawn Valley has also received these letters previously.
- Supervisor Allen requested the meetings to begin at 7pm. Motion by Allen / Klitzke to begin meeting times at 7pm.
- Chairman Mundth reported about a complaint that was made at the May meeting regarding Grede sand being used for landfill at a private residence. This has been looked at there is no need for concern. Board of Review training, Carl is certified for this year. A letter was sent regarding the Ambulance being more of a city department instead of being a private Commission entity. Possible changes to the future of the Reedsburg Area Ambulance Commission.
- Motion by Klitzke / Allen to adjourn the monthly Town Board Meeting at 9:20 pm. Motion carried.

Reedsburg Area Ambulance Service Commission Meeting, May 11, 2021
The meeting began with a call to order, approval of the minutes from the March meeting, and the financial statements from March and April were approved.
The budget committee members were appointed and elections for officers of the Commission followed.
Director Kowalke gave his monthly report and said that Covid testing continues at the Ambulance Service on Tuesdays between 9 and 11AM. There is an average of about 40 tests administered each week and Sauk County Public Health is taking care of the testing, utilizing the space at the location.
There was a total of 743 calls for the first quarter which averages out to be 186 calls per month. There was a total of 193 calls in April with the average time notified to enroute being 2.76 minutes. The average time enroute to arriving at the scene was 8.9 minutes, and the average time on the scene was 21.85 minutes. The average time it took to get a unit back in service was 49.88 minutes.
The commission voted to approve the director’s recommendation to purchase two cots and power load systems for the 911 ambulances. All three of the 911 ambulances would then be equipped with the same new equipment and align with current standards which would also be beneficial to all crews and help prevent injuries.
The meeting closed with adjournment.

Notice of Meeting to Adjourn Board of Review to Later Date
STATE OF WISCONSIN
Town of Reedsburg, Sauk County
The Board of Review will meet on the 7th day of June, 2021 at 7:30 pm. at Reedsburg Town Hall for the purpose of calling the Board of Review into session during the 45 day period beginning on the 4th Monday of April, pursuant to Wis. Stat. § 70.47(1).
Due to the fact the assessment roll is not completed at this time, the Board of Review will be adjourned until the 24th day of June 2021 at 6 pm.
Pursuant to Wis. Stat. § 70.47(2): After the first meeting of the Board of Review and before the Board of Review’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board of Review about that person’s objection except at a session of the Board of Review.
No person may appear before the Board of Review, testify to the Board of Review by telephone, or contest the amount of any assessment unless, at least 48 hours before the first meeting of the Board of Review or at least 48 hours before the objection is heard if the objection is allowed under sub. (3)(a), that person provides to the Board of Review Clerk notice as to whether the person will ask for removal under sub. (6m)(a) and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.
When appearing before the Board of Review, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.
No person may appear before the Board of Review, testify to the Board of Review by telephone or object to a valuation, if that valuation was made by the assessor or the objector using the income method, unless the person supplies to the assessor all of the information about income and expenses that the assessor requests, as specified in the manual under Wis. Stat. § 73.03(2a). The municipality or county shall provide by ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph and shall provide exceptions for persons using the information in the discharge of duties imposed by law or of the duties of their office or by order of a court. The information that is provided under this paragraph, unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under Wis. Stat. § 19.35(1).
Pursuant to Wis. Stat. § 70.45, the assessment roll for the year 2021 assessment will be open for examination starting on the17th day of June, 2021 from 5pm. until 7pm. Instructional material will be provided at the open book to persons who wish to object to valuations under Wis. Stat. § 70.47.
