Town Board Monthly meeting @ 7:00 pm

 

          PRESENT:  Chairperson-Carl Mundth, Supervisor I-Rebecca Klitzke, Supervisor II-Chad Allen, Clerk-Rebecca Meyer, Treasurer-Kathy Schwartz

          ALSO, PRESENT:  Clark Thompson, Terri Connors, Will Christensen, Steve Dempsey, Matt Gavin, Brian Strutz, Nick Brey (Westbrook Eng), Joe Bass (Fahrner), James Wakup (Scott Construction), Pat Weber (Friede Bros), Ellery Schaeffer (Jewell), Pat Anderson (DL Gasser), Carl Thorsen (Scott Construction), Scott Whitsett (Jewell Engineering) was in attendance later

  1. Town Board Monthly Meeting Called to order at 7:00 pm with the Pledge of Allegiance
  2. Clerk R. Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
  3. Agenda reviewed. Motion by Klitzke / Allen to adopt the agenda with some flexibility of moving a few things around. Motion carried.
  4. The minutes were reviewed from the April meeting. Motion by Allen / Klitzke to approve minutes with minor changes. Motion carried.
  5. Anyone wishing to speak about a topic that is not on the agenda. 
  6. Steve Dempsey, CSM for a land division located in the NW ¼ of the NW ¼, Section 9, T12N, R4E at E5856 LaValle Street.  There are two parcels that are ready to be sold.  The both have their own tax parcel but a CSM was never completed.  One Parcel is 3.70 acres and the homestead parcel is 12.9 acres.  This is basically formality to get the proper CSM paperwork done to sell the said properties.  Motion by Klitzke / Allen to recommend approval of the CSM to the ET Committee on May 24th.  Motion carried.
  7. Matt Gavin and Brian Strutz – Larry & Bridget Mundth property to relocate a preservation easement from 2010 to a different portion of the property.  There are 327 acres of the farm that will be lotted off to sell.  The Preservation Easement is currently on Parcel one and they would like to move it to Parcel 6.  All parcels will be 35 or more acres with access to all parcels.  Carl Mundth abstained from voting.  Motion by Allen / Klitzke to recommend approval to relocate a preservation easement to Sauk County Land Resources.  Motion carried.
  8. Opened Sealed bids for Ceiling project from Friede Brothers.  Bid includes engineering, labor and material for replacing the grid and tiles with 2x2 squares, installing 2 smaller lights over the voting booths and insulating the ceiling.  Project is to begin on June 16 and be completed no later than July 5, 2022.  Bid equals $30,022.  To add 2 ceiling fans would be an additional $660. To add two additional lights over the voting booths for an additional $629. Timeframe for completion is July 5.  Motion by Klitzke / Allen to accept the bid from Friede Brothers to Engineer and complete the project without the ceiling fans but to include voting booth lights.  Roll Call Vote – Chad Allen – Aye, Rebecca Klitzke – Aye, Carl Mundth – Aye.  Motion carried.
  9. Opened sealed bids for Crack filling for 2022.  A bid was received from Fahrner to crack fill Copper Creek Subdivison $3,710, Reedsburg Rd $3,360 and Old Loganville Rd $960 for a total of $8.030.  This was the only bid received.  Motion by Allen / Klitzke to accept the bid from Fahrner of $8,030 to complete all 3 bid areas.  Motion carried.
  10. Opened sealed bids for Paving projects for 2022.  A Bid was received from Gasser Construction for Thieman Hill Rd. - $82,300 and Ski Hill Rd. – $20,532 for a total amount of $102,832.  A bid was received from Scott Construction for Thieman Hill Rd - $77,900 and Ski Hill Rd - $19,833.60 for a total amount of $97,733.60. Motion by Klitzke / Allen to accept bid from Scott Construction for both paving projects.  Motion carried.
  11. Opened sealed bids for sealcoat projects for 2022.  Bids were received from Scott Construction and Fahrner.  Both Companies had 3 different types of Stone; Quartz, Pea Stone and a Black / Dark Granite.  The bids were for Grote Hill Rd., Twin Pine Rd., Hackbarth Rd., Old Loganville Rd., Dunse Rd. and Golf Course Rd.  The bid for Scott Construction using Pea Stone totaled $138,975 and the bid for Fahrner using Pea Stone totaled $138,208.  Motion by Allen / Klitzke to accept the bid for all roads using Pea Stone from Fahrner.  Motion carried.
  12. Opened sealed bids for Various Aggregates for 2022.   The only bid was received from Ray Zobel & Sons.   Motion by Klitzke / Allen to accept all aggregates from Zobels.  Motion carried. 
  13. Opened sealed bids for Engineering on the design of Prairie View Bridge Project.  Bids were received from, Westbrook Engineering in the amount of $23,890; without soil borings minus $3,250. Jewell Engineering in the amount of $4,750 for WDNR Coordination and $10,250 for a culvert option and $30,250 for a Bridge option.  Motion by Klitzke / Allen to accept bid from Westbrook Engineering.  Roll call vote – C. Allen – Aye, R. Klitzke – Aye, C. Mundth – Aye. Motion carried.
  14. Open Book has been set for Thursday, June 2 from 5pm – 7pm.  Motion by Allen / Klitzke to set the open book date for June 2 from 5pm – 7pm.  Motion carried.
  15. Board of Review has been set for Thursday, June 9 from 6:30 – 8:30pm. This falls within the 45 days from the 4th Monday in April.  Motion by Klitzke/ Allen to set Board of Review.  Motion Carried.

  1. Supervisors and Chairperson Reports:

v C. Allen - Supervisor II – Nothing at this time

v R. Klitzke – Supervisor I – Nothing at this time

v C. Mundth – Chairperson – Talked to Doug Blakeslee about the road being paved further up toward the golf course. 

  1. Clerk R. Meyer presented Monthly Bills to be paid.  Motion by Mundth / Allen to pay the bills as presented. Motion carried.
  2. Treasurer report given by K. Schwartz

v Deposit - $3,279.71 ($90 – hall Rent, $386.47 – PILT, $20- Special Assessment Letters, $2,783.24 – State of WI (sent to TOR in error))

v Kathy Schwartz agreed that she would be willing to remain the Town Treasurer if the town wanted to switch from an Elected Treasurer to an Appointed Treasurer.

  1. Calendar Dates

v May 19th WTA Unit meeting at Reedsburg Town Hall.  Town Board Consensus to hire Lunch Box Express to prepare and serve food for the meeting to consist of brats w/ kraut, onion, ketchup, mustard, relish, chips & beverage and table settings (Plates, napkins, plastic ware etc.).  Quoted price of $7 - $8 per person.  Also, requested Lunch Box Express to bring a cheese tray and Brownies.

  2. Motion by Klitzke / Allen to adjourn the monthly Town Board Meeting at 9:30 pm.  Motion carried.
