Town Board Monthly meeting @ 7:00 pm

 

          PRESENT:  Chairperson-Carl Mundth, Supervisor I-Rebecca Klitzke, Supervisor II-Chad Allen, Clerk-Rebecca Meyer, Treasurer-Kathy Schwartz

Also Present:  Ervin & Linda Borleske and Megan Smith

         

  1. Town Board Monthly Meeting Called to order at 7:00 pm with the Pledge of Allegiance
  2. Clerk R. Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
  3. Agenda reviewed. Motion by Klitzke / Allen to adopt the agenda. Motion carried.
  4. The minutes were reviewed from the July meeting. Motion by Klitzke / Allen to approve the May minutes. Motion carried.
  5. Anyone wishing to speak about a topic that is not on the agenda.  Ross Huber from Southwest Sanitation talked about the service they offer for Garbage and Recycling pick up.
  6. Linda Borleske, CSM for a building parcel of 1.21 acres located in the NE ¼ of the NW ¼, Section 15, T12N, R4E, Town of Reedsburg at E6248 Lane Drive with a mailing address of PO Box 161, Reedsburg, WI  53959.   This will be a parcel to be sold to her daughter to build a house.  The CSM has been recommended for approval from the Plan Commission.  Motion by Allen / Klitzke to Approve the CSM and recommend approval to the ET.  Motion carried
  7. Brian Strutz from Gavin Brothers has two CSMs that need approval from the Town but they need to go through the Plan Commission first.  Brian Simmert stated that the parcels need to have CSMs because the size is over 35 acres but less than 40 acres.

v R. Klitzke – Supervisor I – WTA Unit Meeting is Thursday, August 18th in Spring Green

v C. Mundth – Chairperson – Spoke with a couple of Sauk County Deputy’s about posted roads for weight limits not during Spring thaw.  State Statues 348.15(b) says that a resolution or Ordinance should be adopted before November 30th for law enforcement to be able to enforce the weight limit for Town Roads.  Received a call from Doug Nelson that purchased the house on the corner of Ski Hill and Dewey and wanted to know about recycling and burning.  An email was forwarded about the boundary agreement being a solution not a conflict.

  1. Clerk R. Meyer presented Monthly Bills to be paid.  Motion by Allen / Klitzke to pay the bills as presented. Motion carried.

v Clean sweep is Saturday, Sept 24 and Town patrolmen can take tires there on Friday, Sept. 23 if they pre-register by Sept. 16th.

Reedsburg Area Ambulance Service Commission Meeting, July 26, 2022

The meeting began with call to order, approval of the minutes from the June meeting, and approval of the financial statements from May and June.

There was no public comment.

Director Kowalke went through the Budget Committee’s recommendations for the next budget year and the items for approval.  According the the fleet maintenance plan, Ambulance 516 is scheduled to be replaced this budget cycle.  It is a 2017 model with high milage and is used primarily for transfers.  The budget committee recommended the purchase of a new ambulance.  The budget committee recommended a wage increase to bring the employees closer to the averages of neighboring services.  Staffing has been a challenge and the service needs to have increased help to cover the demands of scheduling.  The budget committee recommended hiring another full-time paramedic six months into this budget cycle which will allow time to evaluate income and will not have such a large impact on the budget.  The budget committee recommended a rate change proposed by the company used for billing, LifeQuest, (residents versus non-residents) to align with language in a Medicare ruling.  Based on the recommendations by the budget committee, they recommended raising the assessment rate two dollars from $14 to $16 which remains significantly lower than neighboring services are charging, $30+, and the state average of $48.  The 2022-2023 budget passed with the committee’s recommendations unanimously.

Director Kowalke gave a building update for the new addition.  Due to recent flooding and groundwater findings, it has been decided not to have a basement and modify the first and second floor areas.  He reported that July started out busy with calls and then slowed down but the month has ended on a busier note.
