Town Board Monthly meeting @ 7:00 pm
PRESENT: Chairperson-Carl Mundth, Supervisor I-Rebecca Klitzke, Supervisor II-Chad Allen, Clerk-Rebecca Meyer, Treasurer-Kathy Schwartz
Also Present: Clark Thompson, Terri Connors, Barry & Heather Engel, Mike Parrot, Dennis Butteris, Ross Huber
- Town Board Monthly Meeting Called to order at 7:00 pm with the Pledge of Allegiance
- Clerk R. Meyer certified that the meeting met the criteria of open meetings law by being on the town website and on the door of the town hall.
- Agenda reviewed. Motion by Allen / Klitzke to adopt the agenda. Motion carried.
- The minutes were reviewed from the September meetings. Motion by Klitzke / Allen to approve the September minutes. Motion carried.
- Anyone wishing to speak about a topic that is not on the agenda. Nobody spoke.
- Motion by Allen / Klitzke to recess Regular Town Board and Call the preliminary budget to order @ 7:04pm
- Presentation of the proposed 2023 budget
- Preliminary 2023 Budget Hearing adjourned and Regular Town Board meeting reconvened @ 7:19 pm. Motion by Allen / Klitzke to adjourn 2023 preliminary budget hearing and reconvene monthly Town Board meeting. Motion carried
- October 24th Plan Commission Meeting was held to review a Conditional Use Permit for Barry & Heather Engel. The Plan Commission has recommended approval to the Town Board.
- Barry Engel presented a Conditional Use Permit for an agriculture auction barn at S4240 County Rd. S, in the Town of Reedsburg. Motion by Klitzke / Allen to recommend approval to the Land Resources & Environment at the County.
- Ross Huber from Southwest Sanitation came to give a quote on the garbage and recycling.
- Dennis Butteris and Mike Parrot from GEC came for introductions.
- Discussion for replacing the 1999 White Dodge Ram pick up with a 2014 Ford F350 pickup from Town of Spring Green. It has 81,000 miles on it. Price is $48,500 with 6 new tires. It will be available in the Spring of 2023. Motion by Allen / Klitzke to proceed with the purchase the Truck from Town of Spring Green based on the preliminary terms that have been presented to the Town Board. Motion carried.
- Discussion to move the Tax Escrow account, Tax Collection account and Dog Tax account to Reedsburg State Bank from WCCU. Motion by Klitzke / Allen to move these three accounts to Reedsburg State Bank for the upcoming tax season. Motion carried.
- Discussion for a short-term loan for the Prairie View Bridge in the amount of $200,000. Pricing to take place from BCPL by Clerk Meyer and Reedsburg State Bank by Treasurer Schwartz.

- Highway report by Clark Thompson
v Cut down two trees on Junction Road. Miguel helped for a few hours.
v Currently cutting brush.
v Paving intersection on Coon Valley and Fish Pond. The county can pave it for about $4,200. Motion by Allen / Klitzke to move ahead with the County. Motion carried.
v There is a spray that is used to help preserve the truck and the electrical parts. Board said to purchase it.
v Big mower needs a few parts that are on order

v Dale Culp @ S4776 Sandhill Rd for a new addition

- Clerk R. Meyer presented Monthly Bills to be paid. Motion by Allen / Klitzke to pay the bills as presented. Motion carried.

- Motion by Allen / Klitzke to adjourn the monthly Town Board Meeting at 9:59 pm. Motion carried.

Reedsburg Ambulance Service Commission
September 27, 2022
The meeting began with a call to order. The consent agenda passed unanimously to include the minutes of the July meeting as well as the financial statements from July and August.
There was no public comment.
Director Kowalke presented a building addition update as to include as follows:
The plans have been finalized and the ad for bids has been released.
There will be an onsite meeting for bidders and bids are due to ADCI on October 20th.
Public bid opening will be held virtually on October 20th at 2:30pm.
Director Kowalke went over the funding details. He requested Federal ARPA or CARES Act dollars from Governor Evers’ office but received no response. He explained that some of the financing/funding options include possibly some private local sponsorship with naming rights to certain areas of the building. The revenue bond option would be a more difficult to manage and expensive option. A local bank loan, such as a ten-year loan does not offer any early payback options and finally the Board of Commissioners of Public Lands Loan option offers a good interest rate and allows for early payback.
Prior to the elimination of the basement, the plans were in the vicinity of 1.5 million dollars.
It was decided to meet the fourth Tuesday in October to review the bids that were submitted and forego the meeting in November which would be the week of Thanksgiving and deer hunting. There will be no meeting in December unless something comes up and we only are required to meet quarterly so the next scheduled meeting would be for January 24, 2023.
Director Kowalke presented his monthly reports and noted that the Ambulance Service had applied for and received three grants including one from the State of Wisconsin for Covid funds, referred to as a ‘flex grant’. The second grant was a multi-million dollar statewide grant and the third was a FEMA grant which provided new bloodborne pathogen resistant jackets for the employees.
The Ambulance Service has recently had two new hires including an EMT and another in paramedic school that is currently an EMT.
The employees have recently gone through training with handheld ultrasound devices which are able to confirm cardiac arrests. The schedule is to go live with the devices as of October 1st.
