Monday, September 18, 2023
Monthly Town Board Meeting
at 7:00 pm at Town Hall

PRESENT:  Chad Allen, Rebecca Klitzke, Terri Connors, Clark Thompson, Rebecca Meyer and Kathy Schwartz

  1. Call Meeting to order at 7:02 pm with Pledge of Allegiance – C. Allen called the meeting to order @ 7:00pm with the Pledge of Allegiance.
  2. Certify Open Meetings Law has been met- R. Meyer certified that the open meetings law has been met by having an agenda posted on the Town website and Town hall door.
  3. Adopt Agenda – Motion by Klitzke / Connors to adopt the September 18, 2023 Agenda.  Motion carried unanimously.
  4. Approve minutes from previous meeting – Motion by Klitzke / Connors to approve the minutes from the August 2023 meeting with a few changes.  Motion carried unanimously.
  5. Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes – Larry Miller asked a few questions regarding his property at  S3536 on Thieman Hill Rd. regarding his 5 acres. 
  6. Open Sealed Bids for Garbage / Recycling pickup – We have received sealed bids from LSI,GFL, Waste Management and Peterson Sanitation for Garbage and Recycling pickup for approximately 450 single family residential homes.  Motion by Connors / Klitzke to accept the sealed bid from Peterson Sanitation with a 7-year contract and switch to using the Toter system.  Motion carried unanimously.  
  7. JT Mitchell to present a 2-lot CSM for James Mitchell located in the NE ¼ of the NW¼, Section 4, T12N, R4E, Town of Reedsburg at S2579 County Road V. Motion by Klitzke / Connors to recommend approval of the presented CSM to the ET Committee.  Motion carried Unanimously.
  8. Ambulance report by R. Klitzke –At the meeting on August 22 there was information shared about the Commission has changed and the financials were reported with a $900,000 deficit of uncollectable services. Per capita budget would be $54 remaining as a Commission vs. $34 if the Commission is dissolved and the City of Reedsburg  takes over the Ambulance Commission.
  9. Discussion regarding City of Reedsburg EMS Contract – Motion by Klitzke / Allen to leave the Reedsburg Area Ambulance Commission and sign the City of Reedsburg EMS Contract contingent on the Reedsburg Area Ambulance Commission being fully dissolved.  Motion carried 2 Yay – 1 Nay. 
  10. ABT Mailcom quote for sending and printing tax bills – Treasurer K. Schwartz presented the cost for ABT Mailcom, printing the tax bills and Tax Notice.  Motion by Klitzke / Connors to approval the ABT Mailcom mailing the tax bills.  Motion carried unanimously
  11. Assessors Report by R. Meyer – Nothing to report
  12. Highway Report by C. Thompson

a.   Ordered 500 yards of salt and sand.

b.   The ditch mower has a crack on the main frame.  A new mower would be approx. $15,000 for a Kuhn mower with a Municipal discount.

c.    DL Gasser staged a lot of equipment in our parking lot during their road project on State Rd 33. There has some damage to the parking lot. DL Gasser has approached Clark and would like to give the Town of Reedsburg a significant discount to pave the entire lot in front of the shop. Motion by Connors / Klitzke to have Gasser pave the Shop Lot at a discounted rate offered for using the lot and causing some damage. Motion carried unanimously.

  1. Town Clerk Presentation of monthly bills and Comments by R. Meyer -  Motion by Connors / Klitzke to pay the presented bills.
  2. Treasures Report  –

a.   Deposits - $593.00 ($500– cemetery damage, $43 – hall rental,  $50 - Special Assessment Letters)

b.   Deposit - $7,000 for sale of Truck

  1. Review upcoming dates:  Plan Commission / Town Board
    1. Plan Commission –  Oct. 23, Nov 27 @ 6:30 pm
    2. Town Board  – Oct. 9, Nov. 13 & Dec. 11 @ 7:00 pm
  1. Anything else reasonably related to the agenda. (No action can be taken at this meeting).. Nothing else brought up
  2. Adjourn – Motion by Klitzke / Connors to adjourn at 9:44 pm.  Motion carried unanimously
