Monday, April 8, 2024
Monthly Town Board Meeting
at 7:00 pm at Town Hall


Present:  Chad Allen, Rebecca Klitzke, Terri Connors, Kathy Schwartz, Becky Meyer, Clark Thompson, Craig Stovey, James Schultz.

  1. Call Meeting to order at 7:00 pm with Pledge of Allegiance. C. Allen called the meeting to order at 7:10 pm with the Pledge of Allegiance.
  2. Certify Open Meetings Law has been met. B. Meyer certified the meeting has been posted on the Town hall door and on the website.
  3. Adopt Agenda – Motion by Klitzke / Connors to adopt the agenda. Motion carried.
  4. Approve minutes from previous meeting. Motion by Connors / Klitzke to approve the minutes. Motion carried.
  5. Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes.  Craig Stovey spoke regarding the speed and parking on Fawn Valley Drive.  James Schultz commented the Town of Reedsburg does the best snow plowing he’s ever seen.
  6. Open Sealed Bids for gravel for the Herritz Road Project. We received one sealed bid from Zobels for a total of $138,019.76 with 1,630 tons of Hot Mix or $136,388.89 with a Warm Mix. Motion by Klitzke / Connors to accept the bid from Zobels. Motion Carried.
  7. Open Sealed Bids for gravel for various aggregates. We received one sealed bid from Zobels.  Motion by Klitzke / Connors to accept the bid from Zobels. Motion Carried.
  8. Set Open Book Date - Thursday, October 17th - 8 am - 4pm.  Motion by Klitzke / Connors.  Motion carried.
  9. Set Board of Review Date - Thursday, October 24th - 6pm - 8pm.  Board of Review will be called to order at the May Town Board meeting and adjourned to a later date. Motion by Connors / Klitzke.  Motion carried.
  10. Resolution for Adopting Public Participation Plan and Procedures for Amending the Comprehensive Plan for the Town of Reedsburg. Motion by Connors / Klitzke to adopt the Public Participation Plan and Procedures for Amending the Comprehensive Plan for the Town of Reedsburg.  Motion carried.
  11. Town Chair appoints Plan Commission Members. David Allen, Julie Barreau & Mimi Wuest. 
  12. Assessors Report by R. Meyer – Revaluation have begun.
  13. Highway Report by C. Thompson –
    1. Weight limit sign is gone from Old Loganville Rd. (Snake Hill).  A few semis have been noticed going up and down Old Loganville Rd.
    2. Small Structure inventory for culverts has been sent in.
    3. Tree was down and Clark was called out on Sunday.
    4. Talked to Ken Bradley about placement of culvert and issued a driveway permit
  14. Building Inspector (GEC) report by R. Meyer. 
    1. Helen Houghton @ S2958 Golf Course Rd for Siding Replacement
    2. Nicole Fulcer @ E7270A E Reedsburg Rd for a Basement Remodel
  15. Chairman / Supervisor Reports and comments
    1. Terri Connors – Has Nothing to report
    2. Rebecca Klitzke – Had two phone calls regarding Fawn Valley.  Was behind the garbage truck and noticed trash coming out of the truck.  Was called about a stop sign in the Industrial Park.
    3. Chad Allen – Received an email about the assessor’s report from J. Mitchell.  Question regarding Grede well water testing.
  16. Town Clerk presentation of monthly bills and comments by R. Meyer. Motion by Connors / Klitzke to pay the monthly bills. Motion Carried unanimously.   
  17. Treasures Report and comments by K. Schwartz. 
    1. Deposits - $1,175.00
    2. GTA - $27,408.35
  18. Review upcoming dates:  Plan Commission / Town Board
    1. Town Board and Plan Commission: May 13, June 10, July 8 & August 12
    2. Annual Meeting – April 22, 2024 @ 7:00 pm
    3. Elections – August 13 & November 5th
    4. Meet and adjourn the Board of Review – May 13th @ 7:00
    5. Open Book – October 17, 2024 8am – 4pm
    6. Board of Review – October 24, 2024 6pm – 8pm
  19. Anything else reasonably related to the agenda. (No action can be taken at this meeting).  Nothing.
  20. Closed Session: Roll call vote to hold closed session for the town board to discuss current wages, benefits and job description of the town patrolman, Clark Thompson and the compensation and benefits to offer upon the hiring of a new town patrolman at the retirement of Clark Thompson pursuant Wis. Stat. § 19.85(1)(c). Motion by Klitzke / Connors to go into closed session 8:20pm. Roll Call vote to go into Closed Session.  Allen – Yay, Connors – yay, Klitzke – Yay.  Becky Meyer, Town Clerk was invited to join the closed session. Motion carried.
  21. Reconvene in open session. Motion by Klitzke / Connors to reconvene into open session at 9:31.
  22. Adjourn – Motion Klitzke / Connors @ 9:32.
