Board of Review

Monday, May 13, 2024 @ 7:00 PM

Town of Reedsburg Town Hall – 600 W. Main Street, Reedsburg, WI

 

The Board of Review met on the 13th day of  May 2024 at 7:00 pm. at Reedsburg Town Hall for the purpose of calling the Board of Review into session during the 45-day period beginning on the 4th Monday of April, pursuant to Wis. Stat. § 70.47(1).

Due to the fact of the Town Revaluation in 2024, the assessment roll is not completed at this time, the Board of Review will be adjourned until the 24th day of October,  2024 at 6 pm.

Pursuant to Wis. Stat. § 70.47(2):  After the first meeting of the Board of Review and before the Board of Review’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board of Review about that person’s objection except at a session of the Board of Review.  Motion by Connors / Klitzke to adjourn until October 24, 2024 at 6:00 pm.  Motion carried unanimously.

Monday, May 13, 2024
Monthly Town Board Meeting
at 7:00 pm at Town Hall

Present:  Chad Allen, Rebecca Klitzke, Terri Connors, Kathy Schwartz, Becky Meyer, Clark Thompson, 
Also present: Donna Bradley, Jeff Seering

  1. Call Meeting to order with Pledge of Allegiance. C. Allen called the meeting to order at 7:02pm with the Pledge of Allegiance.
  2. Certify Open Meetings Law has been met in accordance with §985.02(2)(a). R. Meyer certified the Open Meetings Law has been met in accordance with §985.02(2)(a) by being placed on the Town Website and the Town Hall door.
  3. Adopt Agenda Motion by Klitzke / Connors to adopt the Amended agenda. Motion carried unanimously.
  4. Approve minutes from previous meeting. Motion by Klitzke / Connors to approve the Minutes from the April 2024 meeting.  Motion carried unanimously.
  5. Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes. No one spoke.
  6. Discussion and Possible action on a Resolution in Support of the Baraboo River being designated as a National Water Trail. Jeff Seering presented a Resolution in Support of the Baraboo River being designated as a National Water Trail.  Motion by Connors / Klitzke to  sign the Resolution in Support of the Baraboo River being designated as a National Water Trail. Motion carried unanimously.
  7. Request for participation and promotion of the drinking water testing program in coordination with UW-Madison Extension Sauk County and Sauk County Land Resources and Environment to occur in late July. Justine Bula from Sauk County Land Resources and Environment requested participation and promotion of the drinking water testing program in coordination with UW-Madison Extension Sauk County and Sauk County Land Resources and Environment to occur in late July.  Motion by Klitzke / Connors for the Town of Reedsburg to participation in the drinking water testing program in coordination with UW-Madison Extension Sauk County and Sauk County Land Resources and Environment to occur in late July.  Motion carried unanimously.
  8. Discussion and Possible action to consider the TTech online credit card payment option which offers taxpayers the ability to pay their property taxes online. K. Schwartz presented the consideration of using the TTech online credit card payment option which offers taxpayers the ability to pay their property taxes online.  Discussion took place.  Motion by Connors / Klitzke to decline the use of online credit card payments to pay property taxes through TTech.  Motion carried unanimously.
  9. Assessors Report by R. Meyer.  Nothing to report

10.    Highway Report by C. Thompson. Had a question regarding the Sauk County Highway invoice.  This was an incorrect charge but credited on the same invoice. 

11.    Building Inspector (GEC) report by R. Meyer. Nothing to report

12.    Chairman / Supervisor Reports and comments

    1. Terri Connors –  Nothing to report
    2. Rebecca Klitzke – Received a call about the speed limit on Old Loganville Rd.  Received notice of the WTA meeting being held on Thursday, May 16th. .
    3. Chad Allen – There was an accident on Old Loganville Rd the knocked down a sign and telephone pole.  There is an insurance claim that will be paying for the sign and Clark’s wages to fix it.  Received an Intent to Cut from Mark and Kathy Wegner.  Received Ballweg flyers to put at the Town Hall. 

13.    Town Clerk presentation of monthly bills and comments by R. Meyer. R. Meyer presented the monthly vouchers.  Motion by Connors / Klitzke to approve the monthly vouchers to be paid.  Motion carried unanimously.

14.    Treasures Report and comments by K. Schwartz

    1. Deposits $10,109.15 for Lotter Credit, $385.77 for PILT
    2. Deposits - $367.81 ($70 - Special Assessment Letters, $40 – Runick recycling, $100 – Driveway permits, $50 – Hall rental, $117.81 – Private sales (gravel from Nov. 23 invoice).
    3. Consensus from the Town Board to discontinue with Private Sales.  It takes time out of patrolman’s day that we don’t charge for and he wouldn’t be able to do this for everyone in the Town and risk non-payment.
  1. Review upcoming dates:  Plan Commission / Town Board
    1. Town Board and Plan Commission: June 10, July 8, August 5 and September 9
    2. Elections –August 13 & November 5
    3. Open Book – October 17
    4. Board of Review – October 24
    5. Early voting for Presidential Election  – October 28, 29 & 30 from 5:30pm – 7:00pm.
  2. Anything else reasonably related to the agenda. (No action can be taken at this meeting).  Donna Bradley spoke regarding the difference between being zoned Ag and Exclusive Ag. They are considering having their property rezoned to Ag to allow for more flexibility for their property uses.
  3. Closed Session: Roll call vote to hold closed session for the town board to discuss current wages, benefits and job description of the town patrolman, Clark Thompson and the compensation and benefits to offer upon the hiring of a new town patrolman at the retirement of Clark Thompson pursuant Wis. Stat. § 19.85(1)(c). Motion by Klitzke / Connors to go into closed session 8:08pm. Roll Call vote to go into Closed Session.  Allen – Yay, Connors – yay, Klitzke – Yay.  Becky Meyer, Town Clerk and Kathy Schwartz, Town Treasurer were invited to join the closed session. Motion carried unanimously.
  4. Reconvene in open session. Motion by Klitzke / Connors to reconvene to open session at 8:57pm. Motion carried unanimously.
  5. Adjourn. Motion by Klitzke / Connors to adjourn at 8:58pm.  Motion carried unanimously.

Stat. §19.85(1)(c)  Any meeting of a governmental body, upon motion duly made and carried, may be convened in closed session Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.

       Wis. Stat. §985.02(2)(a)  The governing body of a municipality may elect to post in at least one public place likely to give notice to persons affected and placed electronically on an Internet site maintained by the municipality
