Preliminary Budget Hearing and Town Board Monthly Meeting

    PRESENT:  C. Mundth E. Borleske, P. Grosskrueger, R. Meyer, L. Borleske
    ALSO PRESENT:  Clark Thompson, Larry Mundth, Bridget Mundth, Chad Allen,     Rebecca Klitzke, Jeff Mitchell, Ian Holloway

  • Town Board monthly meeting called to order with the Pledge of Allegiance at 7:30 pm.
  • R. Meyer certified that the meeting met the criteria of open meetings law.
  • Motion made by P. Grosskrueger seconded by E. Borleske to adopt agenda as corrected by removing item #14.  Motion Carried.
  • Anyone wishing to speak that is not on the agenda.  Jeff Mitchell came to speak about the levy limit increase from the special electors meeting.
  • Motion made by E. Borleske, seconded by P. Grosskrueger to approve the minutes from September as corrected. Motion carried.
  • Regular Town Board meeting recessed @ 7:56 pm

  • Preliminary Budget Hearing adjourned @ 8:38 pm Motion by E. Borleske, seconded by P. Grosskrueger to adjourn preliminary budget hearing.  Motion carried.
  • Regular Town Board Meeting reconvened @ 8:39 pm
  • L. Borleske gave an update on Plan Commission meeting.   There was not a meeting in September.  The next meeting would be October 28 if there is anything to discuss.  Has received many calls regarding the well testing from the AAM (Grede) foundry landfill.  Linda has contacted Will from AAM and the wells will be tested yearly.
  • Larry Mundth regarding assessors value from 2017 assessment.  No complaint was filed.  Request for a one year reimbursement from a snow ball effect of 6 - 8 years.  Previous discussion about the excessive assessment over the past several years. There has been a decreased adjustment of $220,000 made to Larry’s assessment.  This equates to approximately $228 of Town of Reedsburg share.  Ian Holloway has explained the process has not been followed and is a year late.  Motion by P. Grosskrueger, seconded by E. Borleske, to table the situation until we find out from the county about a reimbursement from MATC, the Reedsburg School District and Sauk County.  Carl Mundth recused himself from voting.   Motion Carried. 
  • Discussion regarding exceeding weight limits on posted roads.  Herritz Road, Golf Course Road, South Dewey and Old Loganville Road are posted at 10,000 tons or less and are considered short cuts and used by heavy trucks.  Town roads do not have fog lines and center lines whereas the County Hwy’s and State Hwy’s are supplied with fog lines and center lines and are built to  withstand the heavy equipment.  Motion by E. Borleske, seconded by P. Grosskrueger to rescind the  harvest time permits for this year and to be re-evaluated on an annual basis.  Motion carried.
  • Ambulance report written by R. Klitzke, read by R. Meyer - Motion by P. Grosskrueger seconded by E. Borleske to approve the report as read.  Motion carried.
  • Assessor report given by Becky Meyer - Nothing at this time
  • Highway report given by Clark Thompson
    • Duane Gross would like to have the Beaver situation assessed near the Copper Creek subdivision.  Fred Raupp will work on finding out what needs to be done.
    • Duane Gross also asked for the speed limit on North Golf Course to be changed from 45 to 35 MPH. 
      The Big Truck is in getting worked on

    • Left front tire is bald on the tractor
  • Building Inspection Report: Building permits issued by GEC - by R Meyer
    Larry Mundth @ S4340 County Rd S for bunker walls
  • Chairman / Supervisor Reports:
    P. Grosskrueger- Nothing at this time
    E. Borleske –  Nothing at this time
    C. Mundth-  Paul Meister was asking about a cattle pass on N. Golf Course but has decided against it.  Received a phone call about cattle at large on Hackbarth road.  Notification from Sauk County Clerk about a timber cut on Ronald and Janice Krueger @ S3339 State Rd 136. Will Christian from Land Resources and Environment Department about a citation that was issued to Steven Herritz for excess of unlicensed vehicles.  Received two bids for Rain gutters on the Shop.  One from Jim Metcalf from Better Gutters, LLC. for $1,706 not including ice stops.  One from Kleckner Seamless Gutters for $1,094 and $585 for the Ice Stops for a total of $1,679.  Motion by E. Borleske, seconded by P. Grosskrueger, to hire Kleckner Seamless Gutters to install the gutters and ice stops.  Motion carried.
  • R. Meyer presented the monthly bills to be paid. Motion made by P. Grosskrueger seconded by C. Mundth to pay the bills as presented holding back the portion of Grote Hill Road from the Fahrner invoice that equals $20,980, paying our portion of the Fish Pond Road repairs that equals $8,500.50. Motion carried.
  • Treasurer Report: Given by Linda Borleske
    Deposit - $132 (Hall Rent - $50, Building Permit - $19, Dog Tax - $63)
    Deposit - $575.58 (D&M Personal property Taxes)
    Deposit - $747.54 (D&M Personal property taxes + $10
            NSF check fee)
    Town Board monthly meetings:Nov 11, Dec 9, Jan 13 & Feb 10 @7:30 pm
    2020 Election dates are - Feb. 18, April 7, August 11, Nov 3
  • Anything else reasonably related to the agenda.
  • Motion by P. Grosskrueger, second by C. Mundth to adjourn the monthly Town Board Meeting at 10:24 pm.  Motion carried.
