Monday, September 16, 2024
Monthly Town Board Meeting
at 7:00 pm at Town Hall

Present: Chad Allen, Rebecca Klitzke, Kathy Schwartz, Clark Thompson, Terri Connors, Becky Meyer, Brandon Wilmot

Also Present:  Dawn Weber, Dan Knuth

  1. Call Meeting to order at 7:00 pm with Pledge of Allegiance. C. Allen called the meeting to order at 7:00pm with the Pledge of Allegiance.
  2. Certify Open Meetings Law has been met in accordance with §985.02(2)(a).  Open Meetings Law has been met in accordance with §985.02(2)(a) by being placed on the Town Website and the Town Hall door.
  3. Adopt Agenda Motion by Klitzke / Connors to adopt the agenda. Motion carried unanimously.
  4. Approve minutes from previous meeting. Motion by Klitzke / Connors to approve the Minutes from the August 2024 meeting.  Motion carried unanimously.
  5. Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes. No one spoke
  6. Introduction of our New Town PatrolmanC. Allen introduced Brandon Wilmot as our new Town Patrolman that will be starting with the Town on October 1, 2024.  Brandon will be training with Clark for the month of October and Clark will be retiring after 25+ years at the end of October 2024.
  7. A CSM for Donald & Dawn Webber Revocable Trust, E7247 Eagle Ridge Court.  This CSM is to combine  Lot # 123 & Lot # 124 into one lot.  Said lots are located in the SE 1/4 NE 1/4 of Sec 12, T12N, R4E in the Town of Reedsburg.  Dawn Webber presented a CSM to combine two lots in the Eagle Ridge subdivision.  Motion by Klitzke / Connors to recommend approval of the presented CSM to combine Lot # 123 and Lot # 124 in the Eagle Ridge Subdivision into one lot. Motion carried unanimously.
  8. Preliminary Budget

1.     Wages (see handout on current wages) – Bring back next month on October 14 after a wage survey can be compiled.  R. Meyer will ask other Town Clerks what they pay out in wages.

2.     Equipment needs (see bank statement) – Add $30,000 to Account / R. Meyer will Email Board the Quick books Equipment Savings.

3.     Building Repairs – None needed at this time – maybe new kitchen cabinets in the future

4.     Road Work projections – 2025 – maintenance only - Golf Course Rd (overlay).

5.     Discussion and possible motion regarding increased postage rates, changing from check writing to on-line banking due to increase of postage rates and other office supplies. Motion by Connors / Klitzke to give it a trial run for 3 months from writing checks to online banking.  Motion carried unanimously.

  1. Highway Report - Clark Thompson

1.     Completed Projects - Prairie View Bridge completed 09/2023 (TRIS 90% submitted 10/2023, received 05/2024)

2.     Current Projects - Herritz Rd Resurface completed 08/05/2024 (LRIP - 70% Submitted)

3.     Future Projects - Herritz Rd 6/21/2024 Culvert Washout (EMGrant)

4.     Road Report –

a)     Culvert needs to be replaced on Thieman Hill Rd. Zobels have a used culvert that will cost about $4300.  Zobels will install it for about $125 / hour.  Motion by Connors / Klitzke to replace culvert on Thieman Hill Rd.

b)      Clark is requesting a payout for sick pay the first part of October.  Motion by Connors / Klitzke to pay sick time out over the next two checks of October.  Motion carried unanimously.

c)     There will be an invoice for Pulling Clark out of the ditch.

d)     Leroy Lambright will be putting on an addition

e)     Junction Rd. is all tore up for sewer install.

f)      Ski Hill Rd. has been fixed from the utility damage.

    1. Driveway Permits – Issued two driveway permits. 

a)     Tim & Tammy Becker on Copper Ct (Copper Creek Subdivision)

b)     xx / xx on Old Loganville Rd (Southridge Subdivision).

    1. Mowings (Roadsides & Cemeteries) – nothing to report
    2. Equipment Report – Nothing to report
    3. Garage / Hall Report – Nothing to report
    4. Other comments – The new landowners on Junction Rd. will be selling their parcel as the price of building is continually raising.  They will be closing the end of October. The camper and shipping container will be removed.

    1. Supervisor II - Terri Connors – Nothing at this time
    2. Supervisor I - Rebecca Klitzke – Nothing at this time
    3. Chair - Chad Allen –

a)     Road signs missing at intersection of N. Reedsburg Rd and Golf Course, these have been replaced. 

b)     Garbage reported all over Old Loganville Rd. this has been reported to Sauk County Sheriff’s Department. 

c)     Evan Steinhorst called about a chunk of fence that needs replaced on a neighboring property of Jerry Leister.  Chad is going to contact Jerry Leister.

1.     Assessor (Holloway Appraisal) Report - Bob called and noted that appraisal are completed.

2.     Building Inspector (GEC) Report

c)     Lorna Klitzke @ S4620 S Golf Course Rd for Electric

3.     Monthly Vouchers – Motion Connors / Klitzke to pay the bills presented. Motion carried unanimously.

4.     Budget – nothing more to add

5.     Elections – Absentee ballots will go out before Thursday.

6.     Other comments (Grants, FEMA, Conventions, Webinars, Trainings)

a)     Currently working on the Grant for the Washout on Herritz Rd on June 24th. 

b)     Will be attending the Virtual Fall Workshops through webinars from WTA September 23 – September 26

c)     Will be attending the Wisconsin Towns Association Convention in Stevens Point on October 6th – 8th.

a)     Presented past due taxes from 2021 – 2023

b)     Request to have ABT Mailcom print and mail tax bills as done the past few years. Motion by Klitzke / Connors to have Mailcom send inserts and tax bills.  Motion carried.

4.     Review Calendar Dates

a)     Plan Commission – Sept 23, Jan. 27.

b)     Town Board – Oct. 14, Nov 11, Dec 9 & January 13

c)     Election – Set up & Public Test on Oct. 24 (during / after Board of Review), Early voting on Oct 29 & Oct 30 from 5:30pm – 7pm, Election Day on Nov. 5 from 7am – 8pm.

d)     Open Book – Oct. 17 from 8am – 4pm, Board of Review – Oct. 24 from 6pm – 8pm

5.     Hall Rentals

a)     DOT -1st and 3rd Wednesday of each Month

b)     4H Club – 2nd Tuesday of each Month.
