Monthly Town Board Meeting
at 7:00 pm at Town Hall
All Items on the agenda are listed for discussion and possible motion
Present: Chad Allen, Rebecca Klitzke, Terri Connors, Becky Meyer, Kathy Schwartz (absent), Brandon Wilmot
Also Present: Gatlin Fenwick, Mimi Wuest, Evan Steinhorst, Barb Steinhorst, Ervin Borleske, Linda Borleske, James Wakup, Pat Anderson, Paul Grosskrueger
- Call Meeting to order at 7:00 pm with Pledge of Allegiance. Chair, Chad Allen Called the Meeting to order at 7:12 pm
- Certify Open Meetings Law has been met in accordance with §985.02(2)(a). Clerk, Becky Meyer Certify Open Meetings Law has been met in accordance with §985.02(2)(a) with being placed on the Town Website and on the Town Hall Door.
- Adopt Agenda. Motion by Klitzke / Connors to adopt the May 12, 2025 agenda. Motion carried unanimously.
- Approve minutes from previous meeting. Motion by Klitzke / Allen to approve the minutes from the April 2025 meeting. Motion carried unanimously.
- Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes. No one spoke
- Plan Commission update by Plan Commission Chairperson, Gatlin Fenwick. Plan Commission Chair, Gatlin Fenwick, reported that the Town has completed the Comprehensive Plan Updates and held a public hearing. The updated Comprehensive Plan is ready to be presented to the Town Board for approval. G. Fenwick noted that it took 7 public encouraged meetings to update the plan.
- Discussion and possible action to enact Ordinance CP05-12-2025, An Ordinance amending the Town of Reedsburg Comprehensive Plan. G. Fenwick presented the Ordinance to amend the Town of Reedsburg Comprehensive Plan. Ervin Borleske noted that the Comprehensive Plan should include that PRD easements should be placed on agriculture lands whenever possible to conserve prime soil being built upon. Ervin Borleseke also noted that the Comprehensive Plan should include a revision to the building permits to add a checkbox whenever foundry clean landfill is used on building sites. Motion by Klitzke / Connors to Enact Ordinance CP-05-12-2025, An Ordinance amending the Town of Reedsburg Comprehensive Plan with the two recommended additions stated by town member, Ervin Borleske, to include in the Comprehensive Plan that PRD easements should be placed on agriculture lands whenever possible to conserve prime soil being built upon and that building permits should include a checkbox whenever foundry clean landfill is used on building sites. Motion carried unanimously.
- Discussion and possible action to adopt support of Uniformity in ATV Regulations for all Sauk County regarding times and speed limits. Clerk Meyer received an email from Robert Spencer, chairperson from Baraboo Bluffs ATV Club, requesting support of uniformity in ATV Regulations for all Sauk County regarding times, seasons and speed limits. Motion by Connors / Klitzke to adopt Ordinance ATV/UTV-05-12-2025, An Ordinance amending town ATV/UTV Ordinance for Uniformity of Local ATV Ordinances in Sauk County. Motion carried unanimously.
- Discussion and possible action regarding using alternative methods on the roads for the winter. Discussion took place regarding using alternative methods on the roads for the winter. Different methods brought up were spent foundry sand, salt brine and beet juice. Further investigation with the DNR will be obtained of what is in the spent foundry sand. It was determined that salt brine and beet juice would be an added expense. The spent foundry sand from the clean landfill would be free to the town. Town members had concern if there was metal in the sand and other unknown chemicals. It was discussed that no action will be taken until the DNR could be contacted. Paul Grosskrueger presented the Town Board with a petition of individuals signatures that are against the using of Foundry Sand for the winter roads.
- Open Sealed Bids for Road Projects. Sealed Bids for Road Projects were opened. DL Gasser bids include: Eagle Ridge Overlay and Crack filling $19,040.40, Eagle Ridge alternative Option - $17,337.50 and Thieman Hill Rd project including crack filling $43,083.00. Scott Construction bids include: Eagle Ridge Overlay $15,861.00, Eagle Ridge Crack filling $684, Thieman Hill Rd. $41,770.40 and Thieman Hill Rd Crack filling $6,405. Motion by Klitzke / Connors to accept the bid from Scott Construction to do the Crack Filling on Thieman Hill Rd and Eagle Ridge Ct. Motion carried unanimously. Motion by Connors / Klitzke to accept the bid from Scott Construction to do the road work as per the specs on Eagle Ridge Ct. Motion carried unanimously.
- Open Sealed Bids for Various Aggregates. A sealed Bid for Various Aggregates from Zobel & Sons was opened. Motion by Klitzke / Connors to accept the bid from Ray Zobel & Sons for all aggregates. Motion carried unanimously.
- Discussion and possible action on purchasing a new boom brush mower. Discussion took place on purchasing a new boom brush mower. Brandon received three quotes for a Diamond Boom Brush Mower. Mid-State Equipment - $40,500, Johnson Tractor - $34,800 and Hillsboro Equipment - $37,500. Motion by Allen / Klitzke to purchase a Diamond Mower RBM-C-T in the amount of $34,800 from Johnson Tractor. Motion carried unanimously.
- Discussion and possible motion regarding a town credit card vs. Multiple charge accounts. R. Klitzke noted that Farm & Fleet has a credit card through MasterCard and accumulates points that can be used at Farm & Fleet. T. Connors noted that the Capitol One card accumulates points that can be used toward the credit card bill. After board discussion, the motion stands as presented last month to apply for a Capitol One card with two users (patrolman & clerk). Clerk Meyer will proceed with the application.
- Highway Report - Brandon Wilmot
- Road Report – Working on shouldering and patching. Filling in dips in the road.
- Driveway Permits - None
- Other comments - Brandon noted that on Old Ironton Rd and Twin Pine Rd there was a concrete slab put in the culvert to divert the rain water from draining into Koenecke’s field.
- Culvert Bids were submitted from Sauk County for the three culverts on Herritz Rd. Motion by Klitzke / Connors to replace the three culverts on Herritz Rd. with Sauk County doing the work and purchasing those culverts in the amount of Bridge approx. $86,000, leaving the other culverts to do in future years. Motion carried unanimously.
- Chairman / Supervisor Reports and comments
- Supervisor II - Terri Connors – Received an email from Gregg Borucki regarding Golf Course Road traffic counting and pictures that he took and marked locations with pink paint that he took the pictures from. Gregg also inquired about TRIP funding for Golf Course Road and offered assistance with an application.
- Supervisor I - Rebecca Klitzke - Received a phone call from Cole Amble about where to put road waste. Talked to Dennis Butteris regarding outstanding building permits. A resident called about extra traffic and overweight semi-trucks on Golf Course Rd. Contacted Sheriff’s department about traffic on Golf Course Rd.
- Chair - Chad Allen – Jerry Leister’s cattle were out on Hackbarth Rd. Sauk County Sheriff was called. Complaint about garbage not picked up on Horkan Rd. It was discovered that the garbage was not put out in time for the garbage truck. Numerous phone calls about semi-trucks using Town Roads. Sauk County Unit Meeting on Thursday night in Woodland Township.

- Building Inspector (GEC) Report –
- Jody & Pamela Dregney @ E5967 Friske Drive for a replacement shower base.
- Kelsey Hineman @ S2740 County Rd K for a re-roof.
- Monthly Vouchers - AP QuickBooks reports were emailed. Motion by Connors / Klitzke to pay the monthly vouchers. Motion carried unanimously.
- Other comments - Would like to move the September meeting to a week later if possible - September 15th instead of September 8th.
- Treasures Report - Kathy Schwartz drafted a report for Becky
- Deposits (ACH) - $8,346.26 - Lottery Credit Settlement; $385.77 - WI DNR / PILT Grant; $277.32 State of WI 2024 Personal Property; $213.33 - State of WI 2017 Personal Property;
- Deposits (Checks and Cash)- $347.00 ($50 - hall rent, etc., $20 - Special Assessment letters, $277 - Building permits).
- Bank interest for Money Management - $342.79 and Business Checking - $.66.

- Other comments - Next month agenda item - Dog Licensing protocol if dogs within the town are not licensed and they bite someone.
