Monday, March 9, 2026
Monthly Town Board Meeting @ 7:00 PM
at Town Hall located at 600 W. Main Street Reedsburg

All Items on the agenda are listed for discussion and possible motion

Present:  Chad Allen, Rebecca Klitzke, Terri Connors, Kathy Schwartz, Brandon Wilmot, Becky Meyer.
Also Present: Ryan Engel  Kiely Jensen, Jase Engel, Scott Dischler, Susan Malmanger

  1.  Call Regular Town Board Meeting to order at 7:00 pm with Pledge of Allegiance. Chair, C. Allen, Called the Meeting to order at 7:00 pm.
  2. Certify Open Meetings Law has been met in accordance with §985.02(2)(a). Clerk, R. Meyer, Certify Open Meetings Law has been met in accordance with §985.02(2)(a) with being placed on the Town Website and on the Town Hall Door.
  3. Adopt Agenda.  Motion by Klitzke / Connors to adopt the March 9, 2026, agenda. Motion carried unanimously.
  4. Approve minutes from previous meeting.  Motion by Klitzke / Connors to approve the minutes from the February 2026 meeting.  Motion carried unanimously.
  5. Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes.  None
  6. Representative from Republic Services regarding garbage and recycling issues within the Town of Reedsburg. Susan Malmanger explained the process of their garbage and recycling scheduling and pickups.
  7. Discussion and possible motion regarding a Certified Survey Map (CSM) for Decorah Farms LLC located at E6352 Ski Hill Rd. in SE 1/4  SW 1/4 of Section 15, T12N, R4E Town of Reedsburg, Sauk County.  Owner of  property is Freeman Decorah.  This CSM divides an 8.99 acre tax parcel number 030-0606-12000 into two Lots.  One lot is 1.08 and the other lot is 7.91 acres.  Scott Dischler  presented a CSM for Decorah Farms LLC located at E6352 Ski Hill Rd Town of Reedsburg, Sauk County.  Owner of  property is Freeman Decorah.  This CSM divides an 8.99-acre tax parcel number 030-0606-12000 into two Lots.  Lot 2 is 1.08 and the other lot of 7.91 acres is being combined with lot 1 being a total of 30.99 acres. Motion by Klitzke / Connors to approve a CSM for Decorah Farms LLC located at E6352 Ski Hill Rd to divide an 8.99-acre tax parcel number 030-0606-12000 into two Lots.  Lot 2 is 1.08 and the other lot of 7.91 acres is being combined with lot 1 being a total of 30.99 acres. . Motion carried unanimously.
  8. Discussion and possible motion regarding a Conditional Use Permit (CUP) for a Planned Rural Development (PRD) lot for  lot for Jase Engel located on Fish Pond Rd. in Section 19 and Section 20, T12N, R4E, Town of Reedsburg.  Jase Engel presented a conditional Use Permit (CUP) for a 5-acre Planned Rural Development (PRD) lot on Fish Pond Rd. Motion by Connors / Klitzke to approve a CUP for a 5-acre PRD lot.  Motion carried Unanimously.
  9. Discussion and possible motion regarding a Resolution Supporting a Comprehensive and Sustainable Transportation Funding Solution. A Resolution was presented to support a Comprehensive and Sustainable Transportation Funding Solution. Motion by Connors / Klitzke to approve the presented Resolution to support a Comprehensive and Sustainable Transportation Funding Solution. Motion carried unanimously.
  10. Set Road Tour Date – March 27, 2026 @ 8:00 am.
  11. Set Open Book - Thursday, May 28 from 4p - 6p.
  12. Set Board of Review - Thursday, June 4 from 6p - 8p.
  13. Highway Report - Brandon Wilmot

a.    Road Report – Nothing to report

b.    Driveway Permits – Jared and Katie Park for Field Entrance on Coon Valley Drive and FAITH Lutheran Church on North Golf Course Rd.

c.    Other comments – DMV Sign is installed, Road Ban went on 03.09.2026, Cut some brush.  Exterior lights are shutting off randomly.  Consensus of Town Board to get two quotes for replacing all outdoor lights to Dusk to Dawn and LED lights.   Brandon randomly looked at lawn mowers and he will get a couple quotes. 

7.   Chairman / Supervisor Reports and comments
a.      Supervisor II - Terri Connors – Received 7 garbage / recycling pickup complaints. Talked to Susan and had her come to the meeting. 
b.      Supervisor I - Rebecca Klitzke – Received a few garbage complaints. Requested Brandon to keep a record of what he does daily. 

       c.       Chair – Chad Allen – We don’t qualify for the LSIP program. Also received a few garbage complaints.

  8. Town Clerk - Becky Meyer

a.       Assessor (Holloway Appraisal) Report – Gave suggested dates for Open Book and Board of Review.
  b.       Building Inspector (GEC) Report. - None

c.       Monthly Vouchers - AP QuickBooks reports were emailed. Motion by Connors /   Klitzke to pay the monthly vouchers. Motion carried unanimously. 

d.       Other comments – Invoice for floor cleaning damage to the renter. CBU notice from Post Office. WTA Notice – Consensus is to Pay the $250,  Brandon will be attending Road School given by WTA.

 9.  Treasures Report - Kathy Schwartz-reported by Becky Meyer

a.         Deposits - $335 ($200 – Hall Rent, $10- SA Letter, $25 – Dog Licenses)

b.         ACH Deposits - None

c.         Review Calendar Dates –

                                 i.          Plan Commission - April 13, May 11, June 8, July 13

                               ii.           Town Board - April 13, May 11, June 8. July 13

                              iii.          Hall Rentals and DOT & 4H Club.

                              iv.          Elections: April 7, August 11 & November 3

                                v.          Annual Meeting – April 20

                              vi.          Road Tour – March 27

                            vii.           Open Book- May 28 and BOR June 4

e.        Other comments – Town Treasurer will need to be Appointed in May 2027
10.  Anything else reasonably related to the agenda. (No action can be taken at this meeting).  Chad Allen mentioned that he spoke to Will Christensen and Steve Zibell about the Copper Creek turnaround.
11.  Adjourn.  Motion by Klitzke / Connors to adjourn the March 2026 monthly meeting at 8:33 pm.

         Conditional Use Permit and Planned Rural Development

Greetings Will,

On Monday, March 9, 2026, Jase Engel attended the Town of Reedsburg Plan Commission Meeting and the regular Town Board meeting requesting approval of a Conditional Use Permit (CUP) for a Planned Rural Development (PRD) lot located on Fish Pond Rd. in Section 19 and Section 20, T12N, R4E, Town of Reedsburg.

With the recommended approval of the Plan Commission, the Town Board unanimously approved the request of a CUP for a PRD lot for Jase Engel on Fish Pond Rd in the Town of Reedsburg.
