Monthly Town Board Meeting @ 7:00 PM
at Town Hall located at 600 W. Main Street Reedsburg

All Items on the agenda are listed for discussion and possible motion

Present:  Chad Allen, Terri Connors, Kathy Schwartz, Brandon Wilmot, Becky Meyer, Julie Barreau, T. Becker, Pat Anderson – Gasser, James Wakup – Scott Construction, Nick Brey – Westbrook

Absent: Rebecca Klitzke (excused)

1.  Call Regular Town Board Meeting to order at 7:00 pm with Pledge of Allegiance. Chair, C. Allen, Called the Meeting to order at 7:00 pm.
2. Certify Open Meetings Law has been met in accordance with §985.02(2)(a). Clerk Meyer certified open meetings law has been met in accordance with §985.02(2)(a) with being placed on the Town Website and on the Town Hall Door.
3. Adopt Agenda.  Chair C. Allen presented the agenda. Motion by Connors / Allen to adopt the July 13, 2026, agenda. Motion carried unanimously.
4. Approve minutes from previous meeting.  Chair, C. Allen, presented the minutes from previous meeting.  Motion by Connors / Allen to approve the minutes from the June 2026 meeting.  Motion carried unanimously.
5. Anyone wishing to speak about a topic that is not on the agenda (No action can be taken) Max 3 minutes.  None
6. Plan Commission Update – Plan Commission Chair, Julie Barreau, noted that Tim Becker attended the Plan Commission for a CSM.  The Plan Commission recommends approval.
7. CSM for one acre to be divided off parcel 030-0001-01000 owner, Allison M Wallace, and combined with existing parcel 030-1186-00000 owner, Timothy and Tammy Becker for a total of 1.60 acre parcel at E7165 Cooper Creek Way in the Copper Creek Subdivision within the ET of the City of Reedsburg, located in fractional NE and Fractional NW quarters of the NE 1/4 of Section 1, T12N, R4E in the Town of Reedsburg, Sauk County.  Timothy Becker presented a CSM for 1 acre from parcel #030-0001-01000, owner, Allison M Wallace, and combined with existing parcel 030-1186-00000 owner, Timothy and Tammy Becker for a total of 1.60-acre parcel at E7165 Cooper Creek Way in the Copper Creek Subdivision within the ET of the City of Reedsburg, located in fractional NE and Fractional NW quarters of the NE 1/4 of Section 1, T12N, R4E in the Town of Reedsburg, Sauk County.  Motion by Connors / Allen to recommend approval to the Reedsburg ET of the presented CSM of 1 acre from parcel #030-0001-01000, owner, Allison M Wallace, and combined with existing parcel 030-1186-00000 owner, Timothy and Tammy Becker for a total of 1.60-acre parcel at E7165 Cooper Creek Way in the Copper Creek Subdivision.  Motion carried unanimously.
8. Open Sealed Bids for aggregates.
1. Ray Zobel & Sons submitted the accepted bid of various aggregates at the prices listed below -
   3/4 " Road Gravel - $9.00 per ton Picked up    OR    $13.00 per ton delivered
   1 1/4" Road Gravel - $9.00 per ton Picked up    OR    $13.00 per ton delivered
   2" - 3" Breaker Run - $9.00 per ton Picked up    OR    $13.00 per ton delivered
   3/4" Screened Stone - $14.00 per ton Picked up    OR    $18.00 per ton delivered
   1 1/2" Screened Stone - $13.00 per ton Picked up   OR  $17.00 per ton delivered

Ray Zobel& Sons are the only sealed bid received.  Motion by Connors / Allen to accept the Bid for aggregates from Ray Zobel & Sons.  Motion carried unanimously.

9. Open Sealed Bids for various road projects.
1. Pine Bluff Culvert Replacement
   Ray Zobel & Sons - 36' X 54" arched with end walls culvert installed including all labor, equipment and materials = $15,375.00
   Sauk County Highway Dept. - 38' X 54" Squat with end pans culvert installed including all labor, equipment and materials = $14,151.92
   Motion by Connors / Allen to accept the bid from Sauk County Highway Dept to do the Pine Bluff Culvert Replacement Project in the amount of $14,151.92.  Motion carried unanimously.
2. Enterprise Rd Chip Seal Project
   Scott Construction - $9,995.00
   Motion by Connors / Allen to accept the bid from Scott Construction to do the Enterprise Rd Chip Seal Project in the amount of $9,995.00.  Motion carried unanimously.
3. Thieman Hill Rd / Coon Valley Intersection Hot Mix Project
   Scott Construction - $3,675.00
   Motion by Connors / Allen to accept the bid from Scott Construction to do the Thieman Hill Rd / Coon Valley Intersection Hot Mix Project in the amount of $3,675.00.  Motion carried unanimously.
10. Open sealed bids for LRIP project on South Golf Course Rd. from the Railroad to Junction Rd.
1. S. Golf Course Road - LRIP for 5 Culvert Replacements including all labor, materials and equipment.
   Sauk County Highway Department - $49,042.58
   Ray Zobel & Sons, Inc. - $45,050.00
   Motion by Connors / Allen to accept the bid from Ray Zobel & Sons, Inc  for the installation of 5 Culverts including all labor, materials and equipment for the LRIP project on S. Golf Course Rd. in the amount of $45,050.  Motion carried unanimously.
2. S. Golf Course Road - LRIP for Pulverize and Paving including all labor, materials and Equipment 
   D.L. Gasser Construction - $104,438.00
   Scott Construction, Inc. - $101,105.00
   Motion by Allen / Connors to accept the bid from Scott Construction, Inc. for the Pulverizing and Paving including all labor, material and equipment for the LRIP project on S. Golf Course Rd. in the amount of $101,105.00.  Motion carried unanimously.
11. Ken Kayhart from Faith Christian Church to discuss culvert issues on Golf Course Rd. Ken Kayhart requested the culvert on N. Golf Course Rd.  be replaced due to it being half plugged with sediment.  Motion by Connors / Allen to replace Culvert near S2855 Golf Course Rd. with a 18” culvert from Ray Zobel & Sons and Brandon Wilmot will help with closing the road to get the culvert replaced.  Motion carried unanimously.
12. Presentation of Town of Reedsburg Standard Fee Schedule. Clerk Meyer presented a final draft of the Town of Reedsburg Standard Fee Schedule.  Motion by Connors / Allen to approve the presented Town of Reedsburg Standard Fee Schedule to appear on the town website.  Motion carried unanimously.
13. Discussion and possible motion on a Resolution to adopt the Town of Reedsburg Standard Fee Schedule as presented. Clerk Meyer presented a Resolution to adopt the Town of Reedsburg Standard Fee Schedule as presented.  Motion by Connors / Allen to adopt the Resolution for the Town of Reedsburg Standard Fee Schedule as presented to appear on the town website.  Motion carried unanimously.
14. Discussion to nominate Plan Commission Members. The Town Board will begin making some phone calls to try to get the Plan Commission back to a full Committee.
15. Highway Report - Brandon Wilmot

a.    Road Report – Shouldering is finished, started mowing ditches.

b.    Driveway Permits - None

c.    Other comments – Brandon is meeting with the Railroad Company about the Golf Course Rd. road construction to determine if we need a flagger at the railroad crossing during road work.

7.   Chairman / Supervisor Reports and comments
a.      Supervisor II - Terri Connors – Nothing
b.      Supervisor I - Rebecca Klitzke – Absent

       c.       Chair – Chad Allen – Issued one firework permit to the Country Club.  Town of Ironton wanted to rent our grader and we couldn’t let them as we needed it.  Evan Steinhorst called about cattle being out again.  The safe in the basement cost $300 to have a locksmith open it.

a.       Assessor (Holloway Appraisal) Report – None

b.       Building Inspector (GEC) Report. –

·       Jamie Haag @ E4544 Old Ironton Rd for Electrical.

·       Dave Knull @ E6850 Fawn Valley Drive for Electrical

·       Wendy Ryherd @ S4792 County Rd CH for a Cattle Shed Addition 50 x 64

c.       Monthly Vouchers - AP QuickBooks reports were emailed. Motion by Connors /   Allen to pay the monthly vouchers. Motion carried unanimously. 

d.       Other comments – WCCU lock box is cancelled. Letter received from Patrick Gavinski, Sauk County Highway Commissioner, that bridge inspections for the Golf Course Rd. bridge and Dunse Rd. bridge that goes over Narrows Creek will be moved from 24-month inspection to 48-month inspection period.

 9.  Treasures Report - Kathy Schwartz-reported by Becky Meyer

a.         Deposits - $990.00

·       $40 – Special Assessment letters

·       $50 for Table & Chairs rental
