Wis. Stat. §985.02(2)(a)  The governing body of a municipality may elect to post in at least one public place likely to give notice to persons affected and placed electronically on an Internet site maintained by the municipality

It is possible that a quorum of the Town of Reedsburg board members will be at various other meetings through the year to gather information about subjects they have decision-making responsibility. This governing body, known as the Town of Reedsburg Town Board, will not exercise any responsibilities, authority, or duties regarding formal actions during these various other meetings  The Town Board will only take formal actions on topics that are presented on the monthly Town Board meeting agenda unless a special town meeting is held for time sensitive decision making.  All decision making meetings and agenda notices will be posted on the Town Hall front door and the Town website within the legal timeframe alloted for such meetings. 

NOTE:  Any person who has a qualifying disability that requires the meeting or materials at the meeting to be in an accessible location or format should contact Town of Reedsburg Clerk at (608)524-3999 at least 48 hours in advance of the meeting so that reasonable arrangements can be made.

RESOLUTION # 08-31-2026 – A

A RESOLUTION FOR LANDOWNER IMPACT INFORMATION REQUEST REGARDING THE BECI 765kV TRANSMISSION LINE PROPOSAL.

WHEREAS, on January 6, 2026, the Midcontinent Independent System Operator (MISO) announced the selection of the developers of the Bell Center-Columbia-Sugar Creek-II/WI State Line 765 kV Project ("BECI"), now advanced by Midcontinent Grid Solutions-Wisconsin (MGS), a joint venture of TranSource Energy and BHE Transmission, which, if approved as described, would traverse our county; 

WHEREAS, Wisconsin Statute § 1.12(6) declares it the policy of this state that, to the greatest extent feasible consistent with economic and engineering considerations, reliability of the electric system. and protection of the environment, existing utility corridors be utilized first, in order of priority, in the siting of new electric transmission facilities; 

WHEREAS, beginning in February 2026, landowners in Richland County with an existing transmission line on their property asked the developer for to-scale, detailed maps showing the existing line together with the proposed 765 kV line across their property, and, as of this date, that information has not been supplied; 

WHEREAS, on March 17, 2026, Richland County adopted Resolution 26-7, "Resolution Requesting Information Regarding the Potential 765 KV Transmission Line Development by TranSource LLC," requesting, among other materials: "A map of eligible, existing transmission line routes for the considered 765 kV transmission line Project through Vernon, Crawford, and Richland Counties,” with a response requested before May 19, 2026; and, as of this date, that information has not been supplied; 

WHEREAS, on July 9, 2026, representatives of MGS informed Richland County officials of a new website containing a map of the larger BECI study area, and that map contains no representation of potential routes or of the existing transmission line corridors being examined; 

WHEREAS, utility corridors for 765 kV transmission lines can be as wide as 250 feet, requiring extensive expansion of existing transmission casements of approximately 70 feet, increasing hazards to proximately located occupied dwellings and other structures; 

WHEREAS, over the course of three years, developers of the Badger-Coulee 345 kV transmission line proposal made four mailings to affected landowners (each with detailed maps), presented four rounds of open houses, and set aside approximately twelve months for meetings between landowners and transmission siting engineers to resolve hazardous and undesirable siting conditions; 

WHEREAS, on July 9, 2026, representatives of MGS informed Richland County officials that the company plans to submit its application for the 765 kV BECI project to the Public Service Commission of Wisconsin in February 2027, making the public information and input phase of the BECI proposal approximately seven months; 

WHEREAS, in prior expansion transmission line proposals in Wisconsin, landowners, communities, and governmental units have routinely been allotted at least 24 months for learning about a proposal and its details, and for providing crucial feedback to the developers and to the Public Service Commission of Wisconsin for its project review; and 

WHEREAS, a seven-month period is insufficient for the developer to meet these important responsibilities unless the developer's public responsiveness is immediate and accelerated; 

NOW, THEREFORE, BE IT RESOLVED, that the Town of Reedsburg in Sauk County hereby requests that Midcontinent Grid Solutions-Wisconsin (MGS) provide the following documentation, in written electronic format, no later than October 8, 2026 emailed to townofreedsburgclerk@gmail.com: 

I. A list of meetings, with times and locations, at which MGS will make its transmission siting engineers available to potentially impacted landowners in our jurisdiction--both those with and those without existing transmission lines on their properties — to work with landowners on resolving hazardous conditions and other avoidable hardships; and 

2. A list of landowners in our jurisdiction, by name and contact address, to whom MGS has provided the following documentation as of the date above: 

3. Digital-format, high-resolution, to-scale, satellite-imagery-based maps for all potentially impacted land parcels WITH existing transmission lines, portraying: 

(a) the locations of all existing transmission support poles on each parcel; 

(b) graphic lines depicting the boundaries of the current easement on each parcel; 

(c) the proposed locations of all 765 kV transmission towers on each parcel; 

(d) graphic lines depicting the boundaries of the proposed, expanded easement on each parcel; 

(e) the proposed height, in feet, of each proposed 765 KV transmission tower on each affected parcel; and 

(f) to-scale renderings, with dimensions in feet, of all tower designs being considered for each parcel. 

4. Digital-format, high-resolution, to-scale, satellite-imagery-based maps for potentially impacted land parcels in our jurisdiction WITHOUT existing transmission lines, portraying: 

(a) the proposed locations of all 765 kV transmission towers on each parcel; 

(b) graphic lines depicting the boundaries of the proposed easement on each parcel; 

(c) the proposed height, in feet, of each proposed 765 kV transmission tower on each affected parcel; and 

(d) to-scale renderings, with dimensions in fact, of all tower designs being considered for each parcel. 

Adopted this 31st  day of August 2026 by the following signatories, for immediate issuance to Midcontinent Grid Solutions-Wisconsin (via connect@mgswisconsin.com), with copies to State Senator Sarah Keyeski and State Representative Tony Kurtz:

RESOLUTION # 08-31-2026 -B

Resolution Opposing the Siting of the Proposed
765 Transmission Line in Sauk County

WHEREAS, the 765 Transmission Line is proposed to be constructed through portions of Sauk County; and

WHEREAS, the Town Board of the Town of Reedsburg recognizes the importance of reliable electric transmission, but is concerned about the potential negative impacts of the proposed route on local communities, agricultural land, natural resources, and property values; and

WHEREAS, residents and stakeholders have expressed significant concerns regarding environmental, health, and economic impacts associated with the construction and operation of the transmission line; and

WHEREAS, alternative routes and technologies may exist that would minimize adverse impacts on Sauk County;

NOW, THEREFORE, BE IT RESOLVED, by the Town Board of the Town of Reedsburg that it hereby opposes the siting of the proposed 765 transmission line along the currently proposed route within Sauk County;

BE IT FURTHER RESOLVED, that the Board urges state and federal regulatory agencies to consider alternative routes and to fully evaluate the environmental, economic, and social impacts of the project;

BE IT FURTHER RESOLVED, that the town clerk is directed to forward a copy of this resolution to the Public Service Commission of Wisconsin, the Wisconsin Department of Natural Resources, Midcontinent Grid Solutions-Wisconsin (via connect@mgswisconsin.com), State Senator Sarah Keyeski, and State Representative Tony Kurtz.

Adopted this 31st  day of August 2026.
