Town Board Monthly Meeting

    PRESENT:  Chairperson-Carl Mundth, Supervisor I-Ervin Borleske, Supervisor II-Paul Grosskrueger, Clerk-Rebecca Meyer(via speakerphone), Treasurer-Linda Borleske
    ALSO PRESENT:  Clark Thompson, Mark Zobel, Zack Zobel, David Allen, Rebecca Klitzke, Dennis Connors, Terri Connors, Joe Kneeland, Chad Allen, Larry Mundth

  1. Town Board monthly meeting called to order with the Pledge of Allegiance at 7:30 pm.
  2. Clerk Meyer certified that the meeting met the criteria of open meetings law by being published on the town website and posted on the door of the town hall.
  3. Agenda was reviewed. Motion made by Supervisor Grosskrueger, seconded by Supervisor Borleske to adopt agenda.  Motion carried.
  4. The Minutes were read from the previous meeting.
  5. Motion by Supervisor Borleske, seconded by Supervisor Grosskrueger, to approve minutes with noted changes. Motion carried.
  6. Anyone wishing to speak about a topic that is not on the agenda.  Terri Connors inquired about the minutes from January that were changed about the issues that need to be met about the Grede Foundry Landfill Conditional Use Permit.  Supervisor Borleske commented about the well testing being done annually and giving the results to the land owners.  The Town of Reedsburg requested this to be done annually as part of approval of the Conditional Use Permit.  Terri Connors commented that the results should be given and that she was able to get the criteria of those results within 12 minutes after making a phone call to CT Labatories. 
  7. Plan Commission Chairperson Linda Borleske gave an update on Plan Commission meeting.  There was a Plan Commission meeting on February 24th for a Public Hearing for a Special Exemption Permit Application for Zobel and a PRD David Allen for a Land division.  The next plan Commission meeting would be March 23 if there is anything to discuss.  Received a phone call from Pam Coy about the well testing and some misinformation.  The open records request has been met.  Chairperson Mundth requested well owners should be redirected to the Sauk County instead of becoming a town issue.
  8. Ray Zobel & Sons Inc. Special Exemption Permit application to authorize the continued operation of a non-metallic mining site, one acre or greater and a non-metallic mining reclamation permit.  The quarry is located on the N 1/2 of the SW 1/4 and the N 1/2 of the SW 1/4 of the SW 1/4, Section 19 Town of Reedsburg and on the E 1/2 of the SE 1/4 of Section 24 Town of Ironton.  The Special Exemption permit is good for 5 years. There is a bond with Rural Mutual for a reclamation permit.  They are required to follow state statues 7.060(2) and have done so in the past 28 years. Sauk County Highway department has sent a letter to recommend approval of the Special Exemption Permit. Approval has been recommended by the Plan Commission Committee.  Motion by Supervisor Grosskrueger, seconded by Supervisor Borleske to recommend approval of the Special exemption Permit to authorize the continued operation of the non-metallic mining site to the Board of Adjustments.  Motion carried.
  9. CSM for David Allen for a Planned Rural Development (PRD) of 1.96 acres at S3993 Grote Hill Road to separate off the house and outbuildings.  Recommended approval from the Plan Commission Committee.  Motion by Supervisor Borleske, seconded by Supervisor Grosskrueger, to recommend approval of the proposed CSM to the Sauk County Planning & Zoning Committee.  Motion carried.
  10. David Allen for a Planned Rural Development Preservation Area Easement (PRD) of 33.04 acres.  Recommended approval from the Plan Commission Committee.  Motion by Supervisor Borleske, seconded by Supervisor Grosskrueger to recommend approval of the PRD of 33.04 acres to the Sauk County Planning & Zoning Committee.  Motion Carried.
  11. Road Tour Date set for Friday, April 17 @ 7:30 am
  12. Annual Meeting Date set for Tuesday, April 21 @ 7:30 pm
  13. Discussion of needed Town of Reedsburg town needs and Town Hall repairs and improvements.  Supervisor Grosskrueger received some information from Focus on Energy on lighting and window.  We need to some quotes and submit them to Focus on Energy and they will let us know if the quotes and types are approved for funding.  We are at the top of the list with Gary Bindl for the concrete in front of the shop. 
  14. Assessor report given by Clerk Meyer - Nothing at this time.
  15. Highway report given by Clark Thompson
    1. Received a quote for tires of $695 a piece from Hartjes.  That price will get the tires mounted.  Motion by Supervisor Grosskrueger, seconded by Supervisor Borleske to purchase two tires at $695 each which includes mounting.  Motion carried.
    2. Has approximately 200 yards of sand left to useWeight bands have been put on town roads as of Last Monday.
    3. The White Truck needs a new transmission.  The past couple of weeks the transmission slips.  Clark talked to a company in portage.  An estimate for a heavy duty transmission would be $2,862.  Labor is $925. With a three year warranty or 100,000 miles. Motion made by Supervisor Grosskrueger, seconded by Supervisor Borleske to get the white truck diagnosed and get it fixed.  Motion carried.

      1. Attended the Wisconsin Towns Meeting.  Awards were given and three awarded projects were given to Sauk County.  Sauk County Highway, Town of Sumpter, City of Wisconsin Dells.
    3. C. Mundth - Chairperson
      1. Will be attending WTA training on Saturday March 28 at Cumberland.
      2. Received a letter from a resident about a snow plowing issue regarding a wind row being left at the end of their driveway.
  18. Monthly bills presented to be paid. Motion made by Chairperson Mundth seconded by Supervisor Borleske to pay the bills as presented. Motion carried.
  19. Treasurer Report: Given by Treasurer Borleske
    1. Deposit - $1,576.68 (Personal Property Tax on Cell phone tower - $1,366.68, Hall Rent - $210.00)
    2. Plan Commission: March 23 @ 7:30 pm
    3. Town Board meetings: April 13, May 11, June 8 & July 13 @7:30 pm
    4. Election Dates: April 7 Early Voting: April 2nd from 5pm-7pm
    5. Road Tour - April 17 @ 7:30 am

  20. Discussion on Town hall rental rates and requirements
  21. Anything else reasonably related to the agenda.
  22. Motion by Supervisor Borleske, second by Supervisor Grosskrueger to adjourn the monthly Town Board Meeting at 9:15 pm.  Motion carried.
