Town Board Monthly Meeting


    PRESENT:  C. Mundth E. Borleske, P. Grosskrueger, R. Meyer, L. Borleske
    ALSO PRESENT:  Tom Hanson, Jerry Moll, Dick Fish, Pam Coy, Larry Mundth, Albie Fuhrman, Charity Fuhrman, Dave Meier

Town Board monthly meeting called to order with the Pledge of Allegiance at 7:30 pm.

R. Meyer certified that the meeting met the criteria of open meetings law.

Motion made by P. Grosskrueger seconded by E. Borleske to adopt agenda.  Motion Carried.

Anyone wishing to speak that is not on the agenda.  Tom Hanson has land on Hwy K and has a neighbor that puts his belongings over the boundaries.  Tom did have it surveyed and the neighbors belongings are over the boundary lines.  This property is in the ET and is controlled by the City.  Tom has been directed to contact Brian DuValle.
 

Motion made by E. Borleske, seconded by P. Grosskrueger to approve the minutes from August as corrected. Motion carried.

Discussion and possible motion on Resolution of Town Board to propose exceeding Levy limits #09-2019-1.  Motion by P. Grosskrueger, seconded by C. Mundth to adopt the resolution Proposing to Exceed Levy Limit.  Roll Call vote taken: Paul Grosskrueger - Yay, Ervin Borleske - Yay, Carl Mundth - Yay.  Motion Carried.

Set Special Elector meeting for Levy Limit Resolution before preliminary budget hearing October 14, 2019.  Motion by E. Borleske, seconded by P. Grosskrueger, to set the Special Elector Meeting date is October 7, 2019 @ 7:30 pm.-   Roll Call vote taken; Paul Grosskrueger - Yay, Ervin Borleske - Yay, Carl Mundth - Yay. Motion carried.

L. Borleske gave an update on Plan Commission meeting.   There was a meeting on August 26.  The Bike route and City of Reedsburg Ordinance Chapter 17.18 were presented to the Plan Commission members. The next meeting would be September 23 if there is anything to discuss.
 Proposed changes to the bike route on Town of Reedsburg Roads and signage. Recommended approval from Plan Commission Members.  Motion by P. Grosskrueger, seconded by E. Borleske, to adopt the proposed changes to the bike route on Town of Reedsburg Road and signage.  Motion carried.

City of Reedsburg Ordinance Chapter 17-change to 17.18 to allow accessory structures for inside storage to be built before their principal structure is present or under construction in Residential and Ag zones in the extraterritorial area. Plan Commission Board members would recommend approval to the Town Board depending on clarification on the time frame from the time that the storage shed is completed until the residence is built.  Brian Duvall will bring this to the ET board.  He thinks it will be a two year time frame and they would not be able to live in the storage structure.  Motion by E. Borleske, seconded by P. Grosskrueger, to recommend approval to the ET with support depending on the clarification.  Motion carried.

Highway report given by Carl Mundth for Clark Thompson
Ordered 600 yards of sand and salt.
Chip sealing is finished on Fish Pond Road and Grote Hill Rd.  A resident is going to pay for 50% of the Fish Pond Road.
.03 miles of Lane Drive is part of the City of Reedsburg.  The length of the Town road was .28 miles and now will be .25 miles.  This is correcting an error that was made over 17 years ago.  WISLR has been notified and the .03 miles of Lane Drive will be classified as City, therefore the General Transportation aids going forward that equates to approximately $78 will be going to the City of Reedsburg vs. the Town.
The Truck needs to be fixed for an engine oil leak.

Chairman / Supervisor Reports:
P. Grosskrueger- Nothing at this time
E. Borleske – Attended the WTA meeting at Rock Springs.  Highlight of the meeting was the reaction from LaValle towards Matt Stieve and the Sauk County Parks with the changes to White Mound Park vs. the Boat landings at Lake Redstone. 
C. Mundth- Letter from Sauk County Highway Dept. for Local road Improvement Program (LRIP).  There is a meeting on September 19th @ 11:00 am. Received a postcard from DOT about the WISLR map.  Our Disaster Dispersement Application has been approved.  We should get 75% of the expense and then we can take advantage of bridge aid for the remaining 25%.
 

R. Meyer presented the monthly bills to be paid. Motion made by P. Grosskrueger seconded by E. Borleske to pay the bills as presented. Motion carried.

Treasurer Report: Given by Linda Borleske
Deposit - 48,376.73 - August Settlement
Error in Calculations by Sauk County-We need to send a check back for $904
Received a check in the amount of $737.54 from Marty Koenecke for 2014 personal property taxes.  This check was returned as NSF.  These funds were deposited into the Money Management but taken from the checking. 
.02 interest from Dog tax was transferred to checking

Motion by C. Mundth, second by P. Grosskrueger to adjourn the monthly Town Board Meeting at 9:48 pm.  Motion carried.
