Town Board Monthly Meeting

   

PRESENT:  Chairperson-Carl Mundth, Supervisor I-Ervin Borleske, Supervisor II-Paul     Grosskrueger, Clerk-Rebecca Meyer, Treasurer-Linda Borleske
    ALSO PRESENT:  David Allen, Chad Allen, Rebecca Klitzke

  1. Town Board Monthly Meeting Called to order at 7:30 pm with the Pledge of Allegiance
  2. Clerk Meyer certified that the meeting met the criteria of open meetings law by being published on the town website and posted on the door of the town hall.
  3. Agenda was reviewed. Motion made by Supervisor Grosskrueger, seconded by Chairperson Mundth to adopt agenda.  Motion carried.
  4. Anyone wishing to speak about a topic that is not on the agenda.  No one spoke at this time.
  5. The Minutes were read from the August meeting. Motion by Supervisor Borleske, seconded by Supervisor Grosskrueger, to approve minutes with minor changes. Motion carried.
  6. Opened sealed bids for replacement overhead garage doors. We did not receive a bid from Country Overhead door.  We have a bid from Chad Allen overhead doors, Northland Door and Webmarc Doors.  Webmarc bid for two overhead garage doors and installation of 591 series with lift master opener and remote to include rewiring - $7,771.20 haul away and disposable would be an additional $200. Allen Overhead Doors bid for two overhead doors 591 series with lift master opener and remote, with disposal of existing doors - $8,402.50.  Northland Doors bid for two overhead doors G5000 comparable to 591 series, springs, finish paint, insulation (no locks), tracks, installation, lift master opener and remote transmitter, rewiring not included - $5,198 per door or $10,045 for both doors and openers. Motion by Supervisor Grosskrueger, seconded by Supervisor Borleske to accept the bid from Webmarc Doors.  Motion carried.
  7. Review of current nuisance ordinance and discussion of updates and changes.  A letter was sent and a phone call was made so the problem at the Martin Koenecke property will be taken care of.  Discussion regarding the Town of Reedsburg current nuisance ordinance and other comparable nuisance ordinances.  By consensus the Town of Reedsburg Nuisance Ordinance will stay as is.
  8. Ambulance report - given by David Allen.  Tuesday September 8th was the meeting.  Review of Budget and they came in under budget for the year of 2019.  Town of Freedom has contracted with the Reedsburg Ambulance.  They have acquired land from the DNR to add on to the Ambulance Garage.  There is a compensation program for the EMT’s that get injured while on duty and thus far there hasn’t been a fee for because they haven’t had many claims.
  9. Plan Commission Chairperson Linda Borleske gave an update on Plan Commission meeting.  There was not a Plan Commission meeting in August. The next meeting would be September 28 if there is anything to discuss.  Linda attended a Zoom meeting regarding connecting the Great Sauk Trail to the Reedsburg 400 Trail and the different amenities that are along the trail. 
  10. Assessor report - Bob from Holloway appraisal called and his check for Larry Mundth reimbursement was still pending so he will submit a new check and get it in the mail.
  11. Highway report given by Chairperson Mundth as Clark Thompson is out of town.
     Had to fix the mower a couple times and had Grinder do some work to fix it.
     Had to pick up a dead deer
     Had a tree go down and Sauk County Highway went out to take care of it.
     LaValle Street and South Slope were supposed to be done last week but with the rain that didn’t get done.
  12. Building Inspector Report: Building permits issued by GEC - by Clerk Meyer
    No Permits issued at this time
  13. Supervisors and Chairperson Reports:
    1. P. Grosskrueger - Supervisor II
      1. Steve Schroeder called from Horkan Road about a culvert being washed out.
      2. Dan Schenck called about his shed roof being taken off during the storm.  He will be getting a building permit to repair but was wondering about setbacks.
      3. Haven’t heard from Beaver Glass about the window replacement project
    2. E. Borleske - Supervisor I    
      1. Received a postcard about 23 /33 / 136 intersection round-a-bout.      
      2. Attended a WTA meeting - Planning and zoning talked about revisions to allow tiny homes consisting of 500 square ft and a lady from Public Health talking about coronavirus vs. suicides.  Mike from WTA was talking about the necessity of putting in touch-less everything with our CARES Grant money.  Ervin will look into to see if flooring would be covered under the Grant.
    3. C. Mundth - Chairperson
      1. Received WISLR program packet and updated the map to be returned to the State.
  14. Clerk Meyer presented Monthly Bills to be paid. Motion made by Supervisor Borleske seconded by Supervisor Grosskrueger to pay the bills as presented. Motion carried.
     We have received notice that there will a deposit in the amount of $1,766.51 for the Routes to Recovery Grant from round 1 submission.
  15. Treasurer Report: Given by Treasurer Borleske
    Deposit - $75,402.29 August Settlement
    Deposit - $1004.10 CARES GRANT – This consists of $1.10 per every registered voter as of June 1, 2020 Plus $200.  Town of Reedsburg had 731 registered voters as of June 1, 2020.
    Deposit - $301.00 – ($17 – Recycling sale to Runick, $170 - Hall Rentals, $114 – GEC building permits)
    Plan Commission: September 28 @ 7:30 pm.
    Town Board meetings: Oct. 12, Nov. 9 & Dec 15 @7:30 pm
    Private Testing - October 15 @ 5 pm
    Public Equip testing: October 24 @ 11 am
    EARLY VOTING DATES: Sat. October 24 from 10am - 2pm, Tues., Oct 27, Wed., Oct. 28 and Thurs., Oct 29 from 5pm - 7pm
    Election Dates: November 3 from 7 am - 8 pm
    Has received a couple calls for hall rental.
  16. Anything else reasonably related to the agenda. 
  17. Motion by Supervisor Grosskrueger, second by Chairperson Mundth to adjourn the monthly Town Board Meeting at 9:22 pm.  Motion carried.
