Plan Commission Meeting
Monday, April 26, 2021 @ 7:30 pm
PRESENT: T. Connors, C. Mundth, R. Meyer, D. Allen, M. Wuest, J. Dietz
Also Present: Jason Genord, Dennis Connors, Will Christensen, Cassandra Fowler, Matt Filus, Neil Pfaff, Richard Blakeslee (8:00pm).
★Plan Commission meeting was called to order at 7:30 pm with the Pledge of Allegiance.
★Introductions took place
★Oath of Office for Terri Connors, Plan Commission Chairperson
★R. Meyer certified that the open meetings law has been met for the Plan Commission meeting by being posted on the Town Website and on the front door. The agenda was also sent to the Plan Commission committee members, Town Board members, Matt Filus, Richard Blakeslee, Neil Pfaff, Cassandra Fowler and Will Christensen.
★Motion made by J. Dietz, Seconded by M. Wuest to adopt the agenda. Carl Mundth Made a small change in item # 13 from a clean landfill to a sanitatry landfill. Motion carried.
★Nominations for Vice Chairperson. M. Wuest nominated Carl Mundth as Vice Chairperson for the Town of Reedsburg Plan Commission, second by J. Dietz. D. Allen made a motion to close nominations, seconded by M. Wuest. Motion carried. Carl Mundth is nominated Vice-Chairperson for the Town of Reedsburg Plan Commission.
★Chairperson Terri Connors appointed Rebecca Meyer as Secretary for the Reedsburg Plan Commission
★Carl Mundth & Rebecca Meyer received their Oaths of Office
★January Minutes were read. Motion made by M. Wuest seconded by C. Mundth to approve the January minutes. Motion carried.
★Anyone wishing to speak that is not agenda. Cassandra Fowler introduced herself as the Land Resources and is willing to help with the Town Comprehensive Plan update that is due in October 2024. Objectives, Goals and priorities and any updates to the maps within the plan. Chapter 7 zoning ordinance is going through an update through the County.
★Process to be set for meeting going forward. The Plan Commission standards going forward will continue to follow the Sauk County Zoning & Ordinances and allow Sauk County to have the public hearings for Conditional Use Permits and other permits issued by Sauk County. Motion by M. Wuest, seconded by J. Dietz. Motion Carried.
★Matt Filus, Wisconsin Professional Land Surveyor, for a 13.4-acre CSM located in the NE ¼ - NE ¼, Section 1, T12N, R4E, Town of Reedsburg is in the Copper Creek subdivision off Horkan Road. Owner of property is Tyler Meister. Motion by J. Dietz, seconded by M. Wuest to recommend approval of the presented CSM to the Town board. Motion Carried.
★Neil Pfaff, Vierbicher, representing Grede, LLC, requesting a renewal of a Conditional Use Permit to continue operation of sanitary landfill site located in Section 23, T12N, R4E, Town of Reedsburg, off Ski Hill Rd. This site has operated since 1982. This Conditional Use Permit needs to be renewed every 5 years. There is currently a condition from the Town of Reedsburg to require the 9 surrounding wells to be tested annually. Will Christensen spoke regarding the verbiage of Clean landfill vs. Sanitary landfill. Will Christensen also spoke regarding DNR regulations and extensive testing that is done. The Plan of Operation from the State of Wisconsin requires future testing by code and state statue ordinance for the Stolte, Tourdot and Farber residences. Motion by C. Mundth, seconded by D. Allen, to recommend renewal of the Conditional Use Permit to the Town Board with giving the 6 additional residences that wells are being tested to be able to opt-in for future testing. Motion Carried.
★Richard Blakeslee, Blakeslee Land Surveying, for a 1-acre CSM located in the SW ¼ - SW ¼, Section 9, T12N, R4E, Town of Reedsburg at E5724 County Trunk Highway K. Owners of said lands are Donald and Betty Davis. Don and Betty are selling the work land to their son but they are keeping their residence. Motion by M. Wuest, seconded by D. Allen to recommend approval of the proposed CSM to the Town Board. Motion Carried.
★Commission members updates - David Allen - Nothing at this time; C. Mundth - Nothing at this time; M. Wuest – just getting some trees that she’s willing to give away, T. Connors – Thanked the committee.
★No one spoke.
★Next Plan Commission meeting is set for Monday, May 24 @ 7:00 pm if there is anything to be discussed. Time change was proposed to begin at 7pm
★Motion by D. Allen, seconded by M. Wuest to adjourn meeting at 8:47 pm. Motion carried.
