Joint Plan Commission Meeting and
Town Board Meeting
Monday, April 22, 2019 @ 7:30 pm

PRESENT: L. Borleske, R. Meyer, D. Allen, J. Dietz, M. Wuest, E. Brooks (absent)
Also Present:  Carl Mundth, Ervin Borleske, Jeremy Williams, Karen Judd

Joint Plan Commission and Town Board meeting was called to order at 7:30 pm with the Pledge of Allegiance.

R. Meyer certified that the open meetings law has been met for the Joint Plan Commission and Town Board meeting.

Motion made by M. Wuest, seconded by J. Dietz to adopt the Joint Plan Commission and Town Board agenda with one correction.  Item #10 should read copper Creek Crossing development adjustment to subdivision approval currently shared wells and septics are required. Motion carried.

Motion made by M. Wuest seconded by J. Dietz, to approve the October minutes.  Motion carried.

Jeremy Williams @ S2645 Hwy V for a variance for a non-conforming building and use.  The cement block is crumbling and needs replaced and the roof also leaks and needs to be replaced.  While applying for a building permit to knock the existing building down and rebuild it was discovered that the building is non-conforming and too close to the highway without a variance.  Motion made by M. Wuest seconded by D. Allen to recommend to the Town Board for approval for a variance for a non-conforming building and use.  Motion Carried. 

Plan Commission has recommended to the Town Board approval of the variance for Jeremy Williams @ S2645 Hwy V for a non-conforming building and use.  Motion by E. Borleske, seconded by C. Mundth to approve the variance.  Motion carried.

Jeremy Williams @ S2645 Hwy V to Rezone to commercial. This is approximately 1/2 acre that was advertised as a commercial lot but is in the ET of the City of Reedsburg and is zoned general ag.  Motion made by M. Wuest seconded by D. Allen to not recommend approval to Town Board to rezone to commercial.  Motion Carried.

 Plan Commission did not recommend approval to the Town Board of the rezone to commercial of land ownded by Jeremy Williams @ S2645 County Rd V.  The Town of Reedsburg does not do spot zoning.   Motion made by E. Borleske seconded C. Mundth to not approve rezoning to commercials.  Motion carried.

City of Reedsburg proposed amendment to Agricultural zoning district.  Motion made by M. Wuest, seconded by D. Allen to recommend to the Town Board to agree to allow in-season roadside stands for the sale of farm products produced on the premises.  Motion carried.

Plan commission recommended to the Town Board to amend the Agricultural zoning district to allow in-season roadside stands for the sale of farm products produced on the premises.  E. Borleske abstained from voting because this issue does directly affect his personal business.  Motion made by C. Mundth, second by R. Meyer to support the recommendation.  Motion carried.

Copper Creek Crossing development discussion to adjust the subdivision to allow each individual lot owner to have their own septic and well.  Motion by D. Allen, seconded by J. Dietz to recommend approval to the Town Board to change the shared septic and well requirement to allow individual wells and septics.  Motion carried.

Plan commission recommended to the Town Board to change the shared septic and well requirement of the Copper Creek Crossing subdivision to allow each individual lot owner to have their own well and septic.  Motion by E. Borleske, seconded by C. Mundth to allow individual wells and septics.  Motion carried.

Commission members updates - L. Borleske - Nothing at this time; David Allen - Nothing at this time;  M. Wuest - Nothing at this time; J. Dietz - Nothing at this time.

Next meeting is set for Monday,  May 20 @ 7:30 pm if there is anything to be discussed.

Motion by D. Allen, seconded by J. Dietz to adjourn meeting at 8:22 pm. Motion carried.

Motion by E. Borleske, seconded by C. Mundth to adjourn the Town Board Meeting at 8:22 pm.  Motion carried.
